Place of Performance: Fort Meade, MD

Key Responsibilities:


  • Provide overall program leadership and accountability for cost, schedule, and performance.
  • Serve as the primary liaison with Government stakeholders, ensuring clear communication, strong relationships, and alignment with mission priorities.
  • Manage and oversee the execution of all PWS tasks — including sustainment, modernization, cybersecurity scanning, Tier II/III support, lifecycle management, configuration/asset management, and engineering — ensuring the right technical staff are assigned and resourced.
  • Lead, mentor, and coordinate a diverse 20+ person technical team, ensuring effective integration across functional areas and consistent alignment to program objectives.
  • Ensure timely and accurate delivery of all required contract deliverables (e.g., monthly status reports, risk registers, SOPs, O&M reports, POA&Ms, training plans).
  • Direct staffing, resource allocation, and training to ensure personnel are cleared, certified, and mission-ready.
  • Lead risk management and issue resolution, proactively identifying risks and ensuring technical leads implement effective mitigations.
  • Apply structured program management practices (e.g., PMBOK, ITIL, Agile/SAFe) to plan, track, and report progress across the program.
  • Adapt program execution to evolving Government priorities while maintaining performance excellence and compliance with PWS requirements.


Required Skills:


  • 10+ years of experience leading large, technical sustainment or modernization programs.
  • Active DoD Secret clearance (TS/SCI preferred).
  • Bachelor’s Degree, ideally in a technical field
  • PMP or equivalent program management certification.
  • Experience managing DoD IT or cyber sustainment programs with Tier II/III operations, O&M, and lifecycle management.
  • Strong leadership and communication skills, with a proven track record of engaging senior DoD stakeholders.
  • Familiarity with cybersecurity frameworks and processes (e.g., RMF, ACAS, STIGs, IA scanning, vulnerability management), with the ability to oversee technical staff performing these functions.
  • Demonstrated ability to manage staffing, resource allocation, and training for cleared personnel.


Preferred Skills:


  • Prior experience managing complex technical programs within the DoD.
  • Familiarity with enterprise IT systems, sensor sustainment, and cybersecurity operations.
  • Experience balancing long-term sustainment with modernization initiatives (e.g., automation, dashboards, analytics).
  • Background in contract management, compliance, and reporting in a DoD environment.
