Under the direction of the Director of Systems Solutions, provides advanced program support for and facilitation of “Talent”, “Performance and "Recruitment" functions/modules of the County’s HCM system (“Oracle”); supervises assigned staff; establishes working relationships with “Power Users” and “Super Users”; may be assigned to conduct independent research and prepare reports, publications or presentations; responds to user questions/concerns; provides related training to users. Will be instrumental in the development and implementation of Oracle modules.
Responsibilities
ESSENTIAL JOB FUNCTIONS
- Provides primary support for “Talent” including “Performance” functional issues/questions; collaborates with HR staffs of County agency users to resolve module relationship issues (e.g., talent acquisition to onboarding to core HR); performs data cleansing and validation tasks on a regular basis - (e.g., all employees have a position, parent position and all other required information); ensures positions, departments, locations, and related data are kept updated (e.g., inactivating positions that are no longer being used); works with County agency “Power Users” as they need additional guidance or training on quarterly update enhancements; develops and provides various user training sessions (HR modules, employee “self-service” capabilities, etc.)
- Facilitates utilization of the HCM system for recruitment purposes; manages changes to the “landing page” for applicants interested in County employment; works with County agencies to develop & implement specific questions related to minimum qualifications (MQs) for positions posted for recruitment for efficient auto-progression to the next step of the process for applicants who meet MQs; develops & maintains each stage of the hiring process to keep applicants and hiring managers apprised of the job requisition status; reviews and approves quarterly update enhancements.
- Facilitates utilization of the HCM system for “onboarding” of new hires; monitors Recruiting Dashboard to ensure new hires are moving through the Oracle
Cloud system in a timely manner; updates business processes as needed to ensure efficiency, develop journeys, promote & maintain a unified method of hiring across Lucas County user agencies; works with agencies not currently using the “Onboarding” module to help them understand the benefits & assists them in implementation of the module.
- Communicates with LCIS and the Auditor’s Office to explain Oracle configuration changes and using best practices as users opt-in and Oracle rolls-out additional modules.
- Oversees the HCM system “Help Desk”; monitors & resolves HR Help Desk issues as they are submitted (e.g., request to add new jobs, departments, positions); monitors the status of work orders; develops & updates “how to” guides for navigation and module usage; maintains “FAQ” updates; liaisons with Oracle to maintain the Oracle “Guided Learning” platform; leads the team of Super Users assigned to assist with the Help Desk module.
- Tests quarterly updates to determine impact to business processes & troubleshoots possible resolutions; collaborates with County agency users to prioritize enhancements & process improvements; maintains training guides for specified modules and tasks, communicating with user agencies as changes are implemented.
- Assists County user agencies to submit LCIS Work Orders to request work history or other information from the legacy system (PeopleSoft).
- Additional duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES
- Computer literate in a Windows environment; proficient in Microsoft Office Applications
- Knowledge of best business practices in HR that can be implemented through use of HRIS
- Ability to work independently to accomplish daily tasks.

- Ability to add, subtract, multiply and divide whole numbers and fractions
- Skill in operating standard office equipment including a laptop computer
UNUSUAL WORKING CONDITIONS
- Some work outside of the normal days/hours of work may be required.
- Some occasional travel (including overnight) may be required.
Qualifications
MINIMUM QUALIFICATIONS
- Bachelor’s degree in Human Resources or a related field and at least five (5) years of work experience in human resources or a related field, to include at least three (3) years of end-user experience with HRIS software (with at least one (1) year of experience specifically with Oracle HCM, either as an end-user and/or in a lead role during initial implementation); OR an equivalent combination of related education, training, certification and experience. Experience with Oracle is strongly preferred.
