Senior Business Analyst (EPHR/Duvall)

Position Overview: 

We are seeking an experienced Senior Business Analyst to support the Electronic Patient

Health Record (EPHR) system and associated medical technology platforms within the Department of Public Safety and Correctional Services (DPSCS). The ideal candidate will bring a deep understanding of healthcare information systems in a correctional environment, including eZmar (Electronic Medication Administration Record) and integrations with systems such as OCMS and CorrectRx. This role demands a detail-oriented professional with strong documentation, stakeholder communication, and issue analysis skills, particularly in support of compliance with the Duvall Settlement Agreement.

Key Responsibilities: 

• Act as the lead analyst for the EPHR system and related health technology solutions, including:
  1. eZmar (Electronic Medication Administration Record) 
  2. CorrectRx Pharmacy Systems 
  3. Integration with Offender Case Management System (OCMS) and other agency platforms 
• Analyze, troubleshoot, and resolve user-reported issues by reproducing workflows, identifying root causes, and proposing effective solutions or escalating to technical teams.
• Support reporting and data requirements associated with the Duvall Settlement Agreement, including validation and accuracy of health records data.
• Conduct detailed requirements gathering and documentation through interviews, workshops, and review of business processes.
• Develop comprehensive documentation including:

o  Business Requirements Documents (BRDs) 
o  Functional and System Specifications 
o  Systems Requirements Specifications (SRS) 
o  User Guides and Training Materials

• Create use cases, workflow diagrams, and mockups using tools such as MS Visio and Axure RP.
• Lead As-Is and To-Be process analysis, gap assessments, cost-benefit analysis, and risk analysis for current and future system implementations.
• Work with technical teams to validate system integration points using web services, including SOAP, XML, HTTP, and related protocols.

Utilize SQL and data analysis tools to validate data integrity across the EPHR and its integrated systems.

Collaborate with project managers and quality assurance staff to define project scope, assist in developing test plans, and support User Acceptance Testing (UAT).

• Deliver regular updates to stakeholders, support training efforts, and tailor presentations for clinical, operational, and IT audiences.
• Maintain strong working relationships with cross-functional teams to ensure timely and accurate delivery of healthcare IT solutions.

Required Qualifications: 

• 5+ years of experience as a Senior Business Analyst supporting enterprise applications, ideally in a healthcare or public sector environment.
• Proven experience working with EPHR systems, eZmar, and related medical records platforms.
• Strong understanding of health system integration and data exchange with platforms like OCMS and CorrectRx.
• In-depth knowledge of the Duvall Settlement Agreement and its reporting/compliance implications.
• Exceptional documentation skills for technical and non-technical audiences.
• Proficiency in SQL with the ability to validate and manipulate data across health IT systems.
• Experience in SDLC methodologies (Agile and Waterfall).
• Familiarity with web services architecture, protocols, and tools.
• Excellent interpersonal, organizational, and analytical skills.

Preferred Qualifications: 

• Experience in correctional healthcare, public health, or justice-related health systems.
• Understanding of HIPAA, CJIS, or other healthcare data compliance standards.
• Experience with test management and incident tracking systems (e.g., JIRA, Azure DevOps).
• Business Analysis certifications (CBAP, PMI-PBA, or equivalent).
