Position Overview:
We are seeking a knowledgeable and detail-oriented Senior Business Analyst to support and enhance the Maryland Centralized Criminal History (CCH) system, including related subsystems and interfaces. This role also includes responsibility for the Expungement Tracking System (ETS) and the reporting of arrest, disposition, and identification data. The ideal candidate will have deep domain expertise in criminal justice processes and technologies, including system integrations with local, state, and federal systems.
Key Responsibilities:
- Serve as the lead business analyst for the Centralized Criminal History System (CCH), including its subsystems:
- Arrest Disposition Reporting (ADR)
- Record of Arrests and Prosecutions (RAPS)
o Identification Index
o Juvenile Ident Index
o Repository Administrative System (RAS)
o Interstate Identification Index (III)
- Lead requirements and support for the Expungement Tracking System (ETS) and ensure alignment with legal and procedural compliance.
- Collaborate with stakeholders to assess and improve CCH interfaces with external systems including:
- Offender Case Management System (OCMS)
- Maryland Automated Fingerprint Identification System (MAFIS)
o FBI and national data systems (e.g., III)
- Analyze and troubleshoot user-reported issues by recreating workflows, identifying root causes, and working with developers or escalation teams to resolve issues.
- Develop and maintain high-quality documentation including:
- Business Requirements Documents (BRD)
o Functional and System Specifications
o User Manuals and Technical Reference Materials
- Business Requirements Documents (BRD)
- Facilitate requirements elicitation through interviews, workshops, and observation of user activities.
- Conduct As-Is and To-Be process analysis, Gap Analysis, and prepare project-level risk and cost-benefit assessments.
Create Use Cases, Mockups, and Traceability Matrices to ensure requirements are fully implemented and tested.
Support both Agile and Waterfall methodologies across all stages of the Software Development Life Cycle (SDLC).
- Assist QA teams in preparing Test Plans, Test Cases, and conducting User Acceptance Testing (UAT).
- Write and execute SQL queries to analyze data integrity and assess backend database operations.
- Collaborate with cross-functional teams to meet project milestones, scope objectives, and ensure effective communication between stakeholders and technical teams.
- Deliver status updates and presentations tailored to diverse stakeholders including law enforcement, IT leadership, and executive decision-makers.
Required Qualifications:
- 5+ years of experience as a Senior Business Analyst working with complex enterprise systems.
- Strong knowledge of the Maryland criminal history lifecycle and criminal justice data reporting.
- In-depth experience with CCH, ETS, and related modules and interfaces.
- Demonstrated ability to manage requirements across integrated systems involving multiple agencies and jurisdictions.
- Excellent skills in documentation, analysis, and stakeholder engagement.
- Proficiency in SQL, ETL concepts, and relational database design.
- Experience using tools like MS Visio, Axure RP, and ticketing systems (e.g., JIRA, ServiceNow).
- Familiarity with SOAP, XML, HTTP, and web services.
- Strong understanding of business and technical process modeling, including UML diagrams.
Preferred Qualifications:
- Experience with criminal justice data integrations at the state or federal level.
- Familiarity with national criminal history standards and regulatory compliance (e.g., CJIS, NIBRS).
- Certifications in Business Analysis (CBAP, PMI-PBA) or relevant IT/Agile certifications.
- Working knowledge of Maryland legal or expungement procedures.
