Overview:
The Procurement & Contracts Specialist is responsible for sourcing, negotiating, and managing contracts, service agreements, and supplier relationships to ensure cost-effective and efficient procurement across the refinery. This role also supports budgeting, turnaround planning, capital projects, and contractor performance oversight.
Key Responsibilities:
- Manage the development of the company’s purchasing policy and process workflow. Manage the development and implementation of purchasing and contract management instructions, policies, and procedures.
- Establish systems to streamline the procurement process by reducing administrative and procurement cost.
- Contract management – generate contracts for contractors and manage the contracts currently in place. The Procurement & Contracts Specialist will find the most qualified contractors at the best cost via pre-qualification process while ensuring all contractors have necessary insurance and HSE performance metrics.
- Evaluate bidders, assess suppliers, review bids, and recommend contract awards.
- Process purchase orders for material, equipment and services that have not been established under an MSA (Master Service Agreement).
- Lead contractor performance evaluations to ensure adequate performance.
- Locate and communicate with perspective suppliers and contractors to ensure continuing material and labor services.
- Represent the company in negotiating contracts and formulating policies with suppliers.
- Oversee activities of personnel engaged in buying, receiving and storing materials, equipment, machinery, and supplies
- Assist in the development of expected turnaround cost based on the approved scope of work for budgeting purposes.
- Conduct frequent cost audits.
- Plan, direct and control the procurement of craft and support services associated with turnarounds and major capital expansions.
- Support capital project major equipment procurement requirements.
- Participate in the development of specifications for equipment, products or substitute materials. Review, evaluate, and approve specifications for issuing and awarding bids.
- Analyze market and delivery systems in order to assess present and future material availability.
- Arrange for disposal of surplus materials.
- Create and implement KPIs for TA/Projects cost, spare parts inventory, PO cost overruns, etc.
- Network with other companies to benchmark and identify procurement best practices.
- Communicate to management team the latest technology, industry developments, capabilities, and trends for refinery procurement.
- Convey market conditions and merchandise costs to management team.
- Manage resolution of vendor or contractor grievance and of company claims against suppliers and/or contractors.
- Review purchase order claims and contracts for conformance to company policy.
- Lead root cause analysis of project and turnaround cost overruns along with performing gap analysis of following contractor use protocols.
Requirements:
- Procurement background in a refinery setting required
- Excellent negotiation, conflict resolution, and analytical skills
- Proficiency in SAP, Microsoft Word, Excel, and PowerPoint
Preferred:
- Experience with Master Service Agreements (MSAs) preferred.
- Strong knowledge of procurement practices, contract management, and vendor relations in an industrial environment is preferred.
Position Details:
- Schedule: 8:00 AM – 4:00 PM, Monday – Friday
- Dress Code: FR clothing and boots required when entering the refinery. This position may wear FR daily or dressy casual office attire in the office, but FR and steel/composite toed boots must always be available.

Summary of Description: The Technician will work under the supervision of an assigned specific discipline and based on experience the individual evaluates, selects, and applies standard applicable techniques. Could include discipline work of purchasing, expediting, NDT Inspection, project controls, surveying, laser scanning, schedulers, planner, construction inspectors, project coordinators, automation, controls, etc.
Education and Experience: High School Diploma or equivalent (G.E.D.) with additional specialized training, or college course work, and at least eleven (11) years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
License Requirements:
- Valid Driver’s License as per State law or requirement
Physical Requirements:
- Ability to walk up to one mile on industrial plant and construction sites outdoors at any time of the year.
- Ability to work in protective clothing which may elevate body temperatures by several degrees Fahrenheit for periods of up to 15 minutes without a break.
- Ability to use multi-level stair towers and rung ladders unassisted.
- Ability to hear safety alarms and signals while wearing hearing protection.
- Ability to sit at desk and operate computer for extended periods of time.
- Ability to stand, use hands and fingers, grip, handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; and talk and hear.
- Ability to see with visual acuity and distinguish between colors.
- Ability to operate a motor vehicle and have a valid driver’s license.
- Ability to lift and carry 15 lbs. on a regular basis is required and at times lifting up to 25 lbs. may be required.
