Keene State College’s Department of Campus Safety is seeking a reliable candidate to serve in the Campus Safety Emergency Dispatcher Supervisor position. Campus Safety Dispatchers staff the desk in the Campus Safety Communications Center 24 hours a day, year-round, to provide emergency and other assistance to College students, faculty, staff, and visitors while exercising sound judgment to respond to complex situations. The Emergency Dispatcher Supervisor independently documents and assists Campus Safety officers in investigating campus incidents, periodically in collaboration with the Keene Police Department. The Emergency Dispatcher Supervisor covers the switchboard and emergency blue light phones.

Emergency Dispatcher Supervisor schedules can include evenings, nights, weekends, and holidays as determined by the needs of the College. Scheduling is based on assignment by the Director of Campus Safety or their designee. Emergency Dispatcher Supervisors are expected to respond to requests from the College to return to duty in the event of a significant emergency. Other duties as assigned. All staff positions on campus support students and will be involved in student-focused activities.

The Emergency Dispatcher Supervisor will be expected to maintain a calm and professional demeanor in the event of an emergency and will be expected to contact police, fire, ambulance, or other emergency personnel when needed. Emergency Dispatcher Supervisors are required to utilize access control technologies to secure College buildings, provide emergency notification using emergency broadcast technologies during emergencies, review CCTV, and answer radio calls from Officers or other campus partners.

Responsibilities include the following: answer in-person questions at the dispatch window, telephone, switchboard, and electronic inquiries or requests for services; issue temporary parking permits, issue replacement OWL identification cards, monitor access control, alarms, and closed-circuit television monitoring equipment; and dispatch Campus Safety officers in the field via radio transmissions. The Emergency Dispatcher Supervisor will enter calls for service into the Computer-Aided Dispatch (CAD) system and utilize the College’s student and employee database. Duties/Responsibilities

(40%)

  • Communications – Provide dispatching services in the campus Communications Center. Direct calls from the College switchboard; answer emergency and non-emergency calls for service; monitor CCTV equipment; provide and limit access; monitor public safety radio traffic. Dispatch officers, Community Living staff, Maintenance staff, and other College and non-college officials. Maintain a direct line of contact with state and municipal first responders and serve as a central point of contact for the College. Provide emergency notification to the College community when a significant emergency or dangerous situation occurs. Answer questions related to parking and events that are occurring on campus. Maintain a working knowledge of all Keene State College parking policies and Department of Campus Safety Policies and Procedures. Provide duplicate Owl Cards to students who appear at the dispatch window.

  • Supervision of the Communications Center – Day-to-day supervision of the Communications Center.  Ensure that appropriate dispatch protocols are being followed. Ensure that all calls received to the switchboard, Campus Safety primary phone number, emergency blue light phones, and all other contacts with the Communication Center are being documented in the ARMS CAD log. Periodically review Equature voice recording logs to ensure compliance with Campus Safety Dispatch policies and procedures. Document the officer's or part-time dispatcher's performance in the Campus Safety performance log file. Notify the on-call Campus Safety Administrator in keeping with the Administrator notification policy. Ensure that all officers are familiar with Rave and have a comprehensive understanding of how to send, modify, and respond to messages received. Serve as one of the administrators for the Key Watcher Key box in the Communications Center. Serve as the Department's technical expert and point of contact for the infrastructure of the campus radio communication. Responsible for ensuring that FCC licensing obligations are being met. Serve as the programmer for the Department of Campus Safety for radios. Manage radio inventory and radio supplies to ensure that the department is prepared to meet our operational needs.

  • Assist Campus Safety officers with investigations – Campus Safety officers respond to a wide range of incidents, including crimes in progress, disturbances, disputes, alcohol and drug violations, sexual assault, domestic violence, theft, missing persons, trespass, and other criminal matters. The Dispatcher II Supervisors are expected to assist/aid Officers in conducting complete investigations for minor criminal investigations, and work in conjunction with sworn law enforcement officials when a serious crime has been committed.  The Emergency Dispatcher Supervisor may be asked to receive lost or found property, assist officers with the processing of physical evidence, modify access card privileges, review CCTV or other technological data, review card access logs, and notify campus administrators when needed, while maintaining an appropriate level of confidentiality. The Emergency Dispatcher Supervisor may be asked by Department leadership to help develop timelines for incidents. May be required to testify in conduct, criminal and civil hearings, and attend meetings, hearings, and trainings outside of their normal work hours.

  • Dispatch/Campus Safety Officer Training and Coordination - Provide frequent dispatch training programs to the Campus Safety team and any part-time dispatcher positions. Work with the Assistant Director of Campus Safety to develop the yearly training programs for dispatchers and Campus Safety personnel.

  • Emergency Management – Assist the Director of Campus Safety and the Assistant Director with large event planning and review and updating of the Keene State College Emergency Operations Plan.

Minimum Acceptable Education & Experience:

  • Bachelor's Degree.

  • A minimum of 5 years of experience as a supervisor in the public safety or related field.

  • Demonstrated leadership and understanding of the chain of command.

  • Prior Emergency Management Training and Experience

  • One (1) year of campus safety or security experience or a combination of post-high school education.

  • Proven oral and written communication skills..

  • Well-developed interpersonal skills, including the ability to project self-assurance and certainty.

  • Project a positive first impression, react and cope with stressful situations, and evaluate a situation with common sense.

  • Computer proficient with the ability to learn various computer applications.

  • Understand and demonstrate a working knowledge of the campus environment and/or the security industry, relevant laws, and safety and fire prevention.

  • Ability to establish and maintain effective working relationships with students, faculty, staff, and the general public.

  • Must possess and maintain a valid driver’s license and good driving history.

  • Must obtain and maintain CPR and First Aid certification.

  • Must be willing to attend periodic training and meetings, and work overtime.

  • Must successfully pass a background review, including criminal history and driving history.

  • Ability to write thorough reports.

  • Ability to direct other Campus Safety personnel to quickly respond to emergencies.

  • Ability to work under pressure and make good decisions.

  • Effective multi-tasking skills.

  • Ability to interact verbally and electronically via the telephone, email, and two-way radio.

  • Ability to assess situations and determine the appropriate response.

Required Licenses & Certifications:

  • Valid driver's license.
