About the Department
This Real Time Crime Center Analyst requires responsible analytical, technical, and administrative work inside the Real Time Crime Center while maintaining confidentiality in the review, analysis, and compilation of data. The individual in this position researches and assembles information to provide investigative leads and determine functional patterns to be used as situational awareness in real time. This position reports to the Real Time Crime Sergeant.
Position Duties
ESSENTIAL JOB FUNCTIONS:
- Update law enforcement personnel through the use of the radio system and computer aided dispatch system requiring voice communications and data entry simultaneously. Also, reviews and interprets coded information via a computer aided dispatch system (CAD)
- Review daily bulletins (BOLO’S, teletypes, etc.) and shift reports in the attempt to generate investigative leads for law enforcement personnel
- Reviews, extracts, and analyzes reports and other information and compiles data into local format to provide general or specific intelligence for use in operational planning decisions and deployment of RTCC assets in the field.
- Works with a variety of sources and compiles the information into a computerized form, manipulates and analyzes the data, and reports on the analysis to identify trends, patterns, and prevent criminal activity. This analysis will also assist in strategic planning for future RTCC asset procurement and placement.
- Collects and coordinates information and intelligence; organizes, analyzes, and prioritizes intelligence to determine reliability and validity.
- Conducts queries of criminal databases as well as researching relevant videos to assist with real-time investigations and historical investigations.
- Monitors camera feeds and LPR data in real time to detect criminal or suspicious activity and relays information to responding units.
- Compile monthly workload assessment and statistics of cases worked by the RTCC personnel. In addition, provide statistics regarding crimes solved by the RTCC assets and equipment.
- Assist with conducting an audit of users accounts within the databases utilized in the RTCC. Ensures that agency members that utilize the RTCC applications are up-to-date on training and are aware of the policy and procedures surrounding the use these applications.
- Responsible for inputting new users into the RTCC applications/databases and ensures database accounts are disabled when a member leaves the agency
- Assist with the training of newly hired personnel in the RTCC and ensure daily observation reports are completed. In addition, ensure that proper training courses have been assigned to each newly hired member.
- Checks and ensures the RTCC mailbox requests are checked regularly and the requests are completed within a timely manner.
- Instruct new agency members on the functions and responsibilities of the Real Time Crime Center, including how to request assistance from RTCC.
- Responds to emergency and call out situations to provide timely and pertinent information to units on the incident when necessary.
- Assist surrounding law enforcement agencies with their investigations utilizing our RTCC assets and applications when requested.
- Review criminal intelligence information often to ensure there are no additional leads that can be provided.
- Reads and interpret maps in order to assist in locating certain geographical areas to provide timely assistance
- Ensures that the work area and RTCC is clean, organized, safe and presentable in accordance with agency policy and procedures.
- Processes applicable incoming and outgoing documents and/or files in a timely manner consistent with supervisory direction and/or agency policies/procedures.
- Participates in cross-training with other co-workers; assists those co-workers when the need arises and learns new tasks by working together as a team.
- Reports identified or potential maintenance, safety, and/or non-compliance findings, hazards, and incidents to the appropriate personnel and/or department.
- Timely completes all assignments, special projects, and budgetary requirements (if applicable) as directed, adhering to applicable agency policies.
- Adheres to leave and attendance policies, including punctual arrival and completing full shifts. Informs the supervisor about illness or untimely incidents, reports overtime hours worked, and timely submits timesheet, attendance, and leave requests.
- Regularly checks assigned mailbox, phone calls, PowerDMS, and email messages, responding promptly and professionally.
- Makes assigned chain of command aware of anything noteworthy.
- Responds to supervision, guidance, direction, and feedback from executive staff and superiors in a receptive manner and in accordance with agency policies.
- Conducts themselves in a polite, helpful, courteous, ethical, and professional manner, abiding by the established code of ethics, and demonstrates a courteous and professional image when engaged in any activity with the public.
- Cultivates positive working relationships with colleagues and other agency units to enhance work area output and services in line with agency policies.

- Operates and performs minor repairs for office equipment to manufacturer’s specifications and/or within the specified parameters pursuant to agency policies.
- Performs other duties as assigned.
Minimum Qualifications
QUALIFICATIONS:
Minimum Education, Experience and Requirements:
- High School Diploma or equivalent (GED)
- Three years (3) years of law enforcement or public safety operations work experience that could consist of dispatch and patrol functions and/or criminal justice analytical work experience
- Experience using Law Enforcement CAD and Records Management System (RMS) preferred.
- Experience with data analysis with RTCC applications is preferred
- Proficient in Microsoft Office suite of applications
- Typing of 25 to 30 WPM
- Speak and understand the English language
Certification, Licenses and Registrations Requirements:
- Crime and Intelligence Analyst Certification (ability to obtain within one year of assignment)
- Criminal Justice Information Systems (CJIS) Certification is required.
- National Crime Information Center (NCIC) limited access certified
Knowledge, Skills and Abilities:
- Possess strong analytical and detail-oriented skills for timely and accurate work.
- Understands and correctly applies local, state, and federal statutes, ordinances, and relevant regulations within the scope of their job position and training.
- Proficiently use office equipment, Microsoft applications, and specialized computer program software/systems required to perform position tasks.
- Ability to work under high-pressure situations involving mission critical public safety technologies. Conduct tasks in a fast-paced environment and perform multiple activities simultaneously while maintaining attention to detail, exercise sound independent judgement and make decisions within established guidelines.
- Knowledge of techniques and procedures used in operating emergency communications equipment (video monitoring systems, radio, CAD, etc.)
- Ability to research, compile data, and conduct special studies on RTCC related investigations.
- Ability to identify trends and patterns in statistical information and displays.
- Self-sufficient and able to work with little to no supervision.
- Ability to read and interpret maps.
- Ability to work closely with others as a team.
- Ability to work in a fast-paced environment and have strong attention to detail, with the ability to work with a high degree of accuracy.
- Ability to accurately enter and/or retrieve information from job-specific applicable computer systems in a timely manner.

- Ability to prepare and present clear, accurate, concise, and objective written and oral reports.
- Skill in interpreting, comprehending, translating, and following complex instructions, blueprints/schematics/technical drawings that may be required to perform the specific tasks associated with the incumbent's job position.
- Ability to meet requirements and maintain required licensures and certifications as well as agency required in-service training.
- Ability to adhere to the standards and principles of the agency's core values and professionally represent the agency.
- Ability to report to work timely, consistently, and as scheduled.
- Ability to perform all functions of the job classification without posing a direct threat to the health or safety of other individuals in the workplace.
- Knowledge of techniques and procedures in operating emergency communications equipment (video monitoring systems, radio, and CAD systems)
- Ability to remain calm under pressure and stressful working conditions during heavy workload and emergency situations.
- Ability to work with multiple monitors and to perform several tasks at the same time while monitoring and viewing multiple computer/camera screens.

Other Qualifications
Salary is negotiable for full-time positions prior to initial hire, if requested, based on verified experience up to step five (5) of the assigned pay grade. Current employee salary changes are determined based on internal methodology. Please contact Human Resources with any questions.
