- Ensures procurements are conducted in a manner that complies with all district policies and guidelines.
- Establishes and maintains contacts with vendors to obtain information concerning goods/services, characteristics, price, ability of vendor to furnish the product/service, and the acceptability of delivery dates, etc.
- Prepares and administers all bid documents including legal advertisements, notice to bidders, specifications, amendments, and award, etc.
- Reviews and approves purchase orders for goods/services necessary for district operations.
- Develops and maintains appropriate records including bid files, verbal and written quotation files, term contracts, and vendor files.
- Establishes term contracts for district use.
- Reviews and approves modifications to contracts; i.e., change orders, cancellation orders, contract modifications, etc.
- Conducts pre-bid conferences and site visits for complex procurements.
- Assists with providing one-on-one training for new and returning employees and with annual training.
- Makes written determinations for procurements as required by the procurement code.
- Issues and posts statement of awards and intend to awards.
- Independently audits and approves purchase requests utilizing written quotes for procurement code compliance for procurements between $2,500 and $10,000.
- Audits purchase requisitions utilizing state and district contracts for contract compliance on procurements regardless of dollar amount.
- Assists end-users to ensure the proper procurement methods are utilized to assist with accurate entry of purchase requests, etc.
- Verifies purchase requests for correct account codes, requisition codes, contract numbers, exemption numbers, complete and accurate descriptions; assists end-users with making corrections, etc.
- Keeps abreast of the procurement code, regulations, and all other policies and procedures regarding the procurement of food purchases, travel purchases, gift purchases, employee reimbursements, and any other directives.
- Reviews license/master agreements for procurement code, district policy, and South Carolina law compliance and works in conjunction with the district’s legal counsel to amend such contracts.
- Effectively uses personal computing devices and software applications for the management of pertinent information and communication.
- Performs such tasks and assumes such other responsibilities as assigned by the director of procurement.

The terms of employment detailed in this job description are based on full time employment during the school year. Conditions of employment adjusted for part time employees or individuals who are hired for less than an entire school year.
GENERAL SUMMARY:
Under supervision of the Director of Procurement, is responsible for solicitation, advertising, evaluating, and awarding the procurement of goods and services according to requests and purchase orders to ensure compliance with all district policies and guidelines to derive maximum benefit from the expenditure of funds. Makes written determinations for procurement activity as required by the code. Develops, administers, modifies, amends contracts, and updates files for required reporting.
ESSENTIAL FUNCTIONS:
SUPERVISORY RESPONSIBILITY:
No budgetary responsibility. No supervisory responsibility.
OTHER SKILLS and ABILITIES:
Ability to perform duties with awareness of all district requirements and Lexington County School District One Board policies. Must be able to access reliable transportation.
Knowledge of the policies, procedures and activities of the school district which pertain to the specific duties and responsibilities of the position. Knowledge of the district or state procurement policies, principals, and practices. Knowledge of the Uniform State Provisions and Clauses (Compendium). Knowledge of the district or state Procurement Code. Knowledge of state term contracts. Knowledge of how to use computers and software necessary for responsibilities. Ability to maintain high standards of accuracy in exercising duties. Ability to anticipate work to be completed and to complete work without the need for direct supervision. Ability to maintain confidentiality of pertinent information. Ability to interact and communicate in an effective and professional manner with supervisors, co-workers, teachers, students, and the general public.
Personal computer experience required. Strong knowledge of word processing, e-mail, spreadsheets, electronic file management, the internet, and reporting and presentation software. Ability to establish and maintain effective working relationships with students, staff and the school community. Ability to speak clearly and concisely both in oral and written communication. Ability to apply knowledge and current research and theory. Ability to organize and implement a flexible work schedule in order to meet reporting deadlines. Ability to self-monitor and manage multiple tasks while working individually and with members of a group. Ability to submit all requested reports and documentation in a timely manner and in accordance with scheduled deadlines. Some extended hours and multiple demands from several people are frequently required of the employee. Computer literacy required.
