About Liberty Community Programs 

Liberty Community Programs is a growing provider of community-based services, including programs supporting individuals with substance use disorders and co-occurring mental health challenges, across multiple states. Liberty partners within a broader system committed to delivering evidence-based treatment, trauma-informed care, and recovery-oriented services.

Our programs emphasize individualized service planning, integrated care models—including outpatient, Intensive Outpatient Programs (IOP), and Medication-Assisted Treatment (MAT)—and a collaborative, multidisciplinary approach to supporting individuals and families.

As we expand our East Coast operations, we are seeking a strategic and experienced HR leader to support workforce growth, strengthen organizational culture, and drive operational excellence across the region.

Position Summary

The Regional HR Director – East Coast will provide strategic and operational leadership for all human resources functions across Liberty Community Programs’ East Coast operations. Reporting to executive leadership, this role is responsible for driving workforce strategy, supporting multi-state program expansion, and ensuring compliance with federal and state employment laws.

This position will oversee recruitment, employee relations, performance management, compliance, and organizational development initiatives, while partnering closely with leadership to build a high-performing, engaged, and mission-aligned workforce.

Key Responsibilities

Strategic HR Leadership

  • Develop and implement regional HR strategies aligned with organizational growth and operational goals
  • Partner with executive and operational leaders to support workforce planning, expansion, and retention
  • Strengthen Liberty’s reputation as an employer of choice within community-based and human services sectors

Talent Acquisition & Workforce Planning

  • Oversee full-cycle recruitment strategies for clinical-adjacent and non-clinical roles
  • Build talent pipelines for hard-to-fill roles, including positions supporting SUD and co-occurring service programs
  • Monitor and improve key hiring and retention metrics (time-to-fill, turnover, retention rates)

Employee Relations & Culture

  • Provide expert guidance on employee relations, ensuring consistency and compliance across states
  • Foster a positive, inclusive, and mission-driven workplace culture
  • Lead engagement, recognition, and retention initiatives across diverse teams

Compliance & HR Operations

  • Ensure compliance with federal, state, and local employment laws across East Coast states
  • Oversee HR policies, procedures, and documentation across multi-state operations
  • Support audits, investigations, and risk mitigation efforts

Training & Organizational Development

  • Design and implement leadership development and staff training programs
  • Support performance management, coaching, and employee development initiatives
  • Promote a culture of continuous improvement and professional growth

Data & Performance Management

  • Track and analyze workforce metrics (turnover, retention, engagement, hiring trends)
  • Provide data-driven insights and recommendations to leadership
  • Utilize analytics to inform workforce strategies and organizational decisions

Leadership & Team Oversight

  • Supervise, mentor, and develop regional HR team members
  • Build and maintain a high-performing HR function across multiple locations
  • Collaborate cross-functionally with operations, program leadership, and finance teams,.

Requirements

Qualifications

Education

  • Master’s degree preferred (HR, Organizational Development, Healthcare Administration, or related field)

Experience

  • Minimum 7–10 years of progressive HR experience in human services, healthcare-adjacent, or multi-site environments
  • At least 3–5 years in a leadership or regional HR role
  • Experience supporting multi-state operations strongly preferred

Skills & Competencies

  • Strong knowledge of employment law and HR best practices across multiple states
  • Proven experience in recruitment strategy, employee relations, and performance management
  • Excellent leadership, communication, and interpersonal skills
  • Ability to manage competing priorities in a fast-paced environment
