Specific Working Conditions:
- Business travel to NATO and national (NATO and non-NATO) facilities as well as some travel between the NCI Agency offices;
- May be required to undertake duty travel to operational sites and theatres inside and outside NATO boundaries.
Duties and Role
Systems design
- Follows standard approaches and established design patterns to create new designs for simple systems or system components.
- Identifies and resolves minor design issues.
- Identifies alternative design options and seeks guidance when deviating from established design patterns.
Systems integration and build
- Provides technical expertise to enable the configuration of system components and equipment for systems testing.
- Collaborates with technical teams to develop and agree system integration plans and report on progress.
- Defines complex/new integration builds.
- Ensures that integration test environments are correctly configured.
- Designs, performs and reports results of tests of the integration build.
- Identifies and documents system integration components for recording in the configuration management system.
- Recommends and implements improvements to processes and tools.
IT infrastructure
- Provisions/installs, configures and maintains infrastructure services and components.
- Monitors, measures and reports on infrastructure load, performance and security events.
- Identifies operational issues and contributes to their resolution.
- Carries out agreed operational procedures, including backup/restore, using supplied infrastructure tools and scripts.
- Carries out agreed system software maintenance tasks.
- Automates routine system administration tasks to specifications using standard tools and basic scripting.
Additional duties for this post:
- Establishes, monitors and conducts On-The-Job Training (OJT) to ensure all personnel are proficient in their duties.
- Ensures compliance with cryptographic security standards.
- Supervises the maintenance and installation of on-line Crypto equipment.
- Provides collaboration and assistance to other work sections within Service Operations Branch in support of mission requirements.
- Performs other duties as required.
Requirements

Education, Experience and Training (essential):
Education:
- Higher vocational training in a relevant discipline with 3 years post-related experience. Or a secondary educational qualification with 5 years post-related experience.
Experience:
- At least 3 years' experience in the implementing, and managing the underlying technology, software and hardware WAN/LAN components that ensure the smooth functioning of switches, routers, firewalls, network systems, monitoring systems, crypto and security systems.
- Practical experience troubleshooting infrastructure related issues, perform regular maintenance.
- Adequate communication and interpersonal skills.
- Good analytical skills and solution-oriented attitude.
Education, Experience and Training (desirable):
Experience:
- Practical experience in network configuration, analysis, integration, testing, implementation and support.
- Knowledge of operating network authentication and authorization systems and technologies (e.g.802.1x, ISE, RADIUS, TACACS+).
- Practical experience in the deployment, use and configuration of Cisco Prime.
- Knowledge and experience of configuration, operation and management of Voice over IP (VoIP) infrastructure (e.g. CUCM).
- Prior experience in the management of technical teams/personnel.
- Minimum 3 years' experience of multivendor (e.g. Cisco, Dell) Routing (WAN) and Switching (LAN), as well as Enterprise environments.
- A minimum of 3 years' experience with the configuration and operation of Network Monitoring and Event Management systems (e.g. Spectrum, Splunk).
- Knowledge and experience of implementing and operating WAN and LAN technologies within an Enterprise and Services Provider network.
- General understanding of related telecommunications systems and techniques of TDM, MPLS, Software Defined Networking and Access, Video, Voice and VoIP technology.
- Experience of maintaining and configuring cryptographic equipment such as TCE 621 family.
- Knowledge of IPv6 network technologies and concepts.
- Knowledge of Datacentre technologies and Virtualized Switching.
- Knowledge and experience in applying ITIL, ITU-T principles and methodologies applied to effective Service Management and Control.
- Prior experience of working in an international environment comprising both military and civilian elements.
- Knowledge of NATO responsibilities and organization, including ACO and ACT.
Training/Certifications:
- ITIL Foundation certificate holder.
- Minimum qualification of an associate level Networking Professional certification (e.g. CCNA).
