Job Description:

We are seeking a Quality Management Lead (Commissioning)  to be deployed and support the successful delivery of a major project. 

You will be responsible for ensuring that all project quality requirements are fully implemented and maintained throughout the entire project life cycle- from design, procurement, manufacture, testing, shipping, construction/installation, commissioning, and contract close-out.

You will be acting as the primary driver of supply-chain adherence to contracted quality assurance and quality control obligations, the QML will operate within the Quality Department and work directly with assigned Areas/Programmes.

Principal Responsibilities – QML (Commissioning)

  • Ensure Commissioning Quality Compliance:
    Oversee and verify that all commissioning activities comply with the project’s quality assurance and quality control requirements, contractual obligations, and regulatory standards.

  • Commissioning Documentation Control:
    Review, approve, and manage commissioning-related quality documentation, including commissioning plans, test procedures, inspection and test records, and quality deliverables required for system handover.

  • Oversight of Commissioning Test Execution:
    Monitor and provide assurance that commissioning tests are carried out in accordance with approved procedures, witnessing key activities where required and ensuring proper recording of results and non-conformances.

  • Interface with Commissioning Teams:
    Work closely with commissioning managers, engineers, and system owners to ensure that quality requirements are understood, embedded, and consistently applied throughout commissioning phases.

  • Supply-Chain Quality Assurance During Commissioning:
    Engage with contractors and suppliers to ensure commissioning quality expectations are fully met, including validation of subcontractor test packs, commissioning evidence, and corrective actions.

  • Non-Conformance & Corrective Action Management:
    Lead or support the identification, documentation, and resolution of quality issues during commissioning, ensuring timely close-out of non-conformance reports (NCRs) and robust follow-up on corrective actions.

  • Readiness Reviews & Systems handover:
    Participate in and provide quality assurance input into commissioning readiness reviews, system completion milestones, and handover documentation to ensure quality prerequisites are satisfied.

  • Quality Control Plan Management:
    Ensure that commissioning-specific quality controls are understood and adhered to by all relevant parties.

  • Quality Performance Monitoring:
    Track and report on commissioning quality performance, progress, and risks to the Quality Delivery Manager, contributing to continuous improvement and risk mitigation efforts.

  • Support to Quality Audits:
    Prepare for and participate in internal and external quality audits related to commissioning activities, ensuring evidence is complete, accurate, and aligned with project requirements.

  • Stakeholder & Interface Management:
    Maintain strong engagement with the Quality Department, Commissioning Teams, Engineering, Construction, and Supply Chain to ensure a coordinated approach to commissioning quality.

Qualifications:

Essential

  • Experience in major project delivery, ideally within highly regulated industries, with a strong focus on quality assurance and quality control across the full project lifecycle (engineering, procurement, manufacturing, construction, installation, commissioning).

  • Demonstrable field experience in commissioning, including oversight of commissioning test activities, verification of commissioning evidence, and hands-on engagement with commissioning teams and supply-chain organisations.

  • Strong understanding of Quality Management Systems, including best practices in QA/QC for large, contract-led organisations, and practical experience applying these standards within multi-tier supply chains.

  • Proven ability to interpret and apply major project quality requirements, including inspection and test planning, non-conformance management, corrective actions, surveillance/oversight, and systems completion requirements.

  • High level of confidence and clarity in communication, capable of preparing and delivering detailed reports, briefings, and presentations to individuals, project teams, senior stakeholders, and large audiences.

  • Strong analytical skills, including the ability to analyse quality data, identify trends, assess risks, and make clear, evidence-based recommendations.

  • Influential and credible presence, able to constructively challenge quality shortfalls, negotiate solutions, and drive suppliers and internal teams toward compliance.

  • Proven experience interfacing effectively with multidisciplinary project teams, construction and commissioning teams, engineering, quality, and supply chain partners to ensure alignment on quality expectations.

  • Strong relationship-building capability, fostering cooperation and trust with both internal staff and external contractors in high-pressure project environments.

  • Proactive, flexible, and self-driven, capable of planning and managing workload independently while maintaining alignment with project and programme priorities.

Desirable

  • Knowledge of the nuclear sector, ideally within nuclear new build, major upgrades, or nuclear commissioning projects.

  • Understanding of nuclear site licence conditions and their application within project delivery and commissioning activities.

  • Working knowledge of Mechanical, Electrical, HVAC systems, equipment regulations, fabrication standards, nuclear/industry codes 

  • Ability to speak French

  • Experience with systems engineering, systems completion, or digital completion/turnover tools (e.g., completions databases, test pack systems).
