The Service & Team:
The Strategic Finance Manager - Treasury, sits in the Pensions and Treasury team and is responsible for leading the Treasury team under the Head of Pensions and Treasury.
The role holder will manage the c£1.4 billion borrowing portfolio and £350m investment portfolio.
The Role:
The role holder will be responsible for producing the Treasury Management Strategy and the regular treasury reporting, including reporting against performance indicators and producing financial analysis on these for the Head of Pensions and Treasury.
They will also co-ordinate with the Council’s capital function to produce and monitor performance against the capital financing budget, review and maintain Treasury procedures and provide direction to the Treasury Manager.
The role holder will manage the Council’s treasury management team and is responsible for helping manage the c£1.4 billion borrowing portfolio and £350m investment portfolio.
Working Pattern:
This is a full time, 37 hours per week permanent position. The team is based in Pydar House in Truro. Hybrid working options are available.
What you’ll need to succeed:
The ideal candidate will have:
- A recognised CCAB accounting or professional investment qualification
- Sound understanding and knowledge of Local Authority finances and treasury management
- Sound knowledge of financial management regulations and the relevant best practice standards to be able to interpret detailed and complex accounting and financial issues
- Proficient at identifying and solving problems by negotiating and influencing suitable alternative arrangements
