About the Role:
This position is a permanent FM-3, Maintenance Group Supervisor in the Maintenance Unit at Holland Tunnel, in Jersey City, NJ
This position will report primarily on the A-Tour (10 p.m. – 6:00 a.m.)
Responsibilities
Under the supervision of the Maintenance Unit Supervisor, the successful candidate's responsibilities will include but are not limited to:
- Supervising maintenance-related service contractors including but not limited to cleaning, toll system maintenance, and ITS maintenance.
- Assessing and tracking contractor performance and work methods and making recommendations to your supervisor on potential areas of improvement.
- Overseeing all off-hour contract service contractors, including schedule coordination, access coordination, and verification of work performed.
- Assist the Night MUS with supervision, coordination, and oversight of the night General Maintenance crew, as well as the tracking of various maintenance operations.
- Maintain accurate records of events other than ordinary, as well as provide assistance and service to other units and the public by effective use of contractor staff.
- Assist with oversight of Port Authority and outside agency contractors when necessary.
- Assist with supervising various maintenance staff engaged in capital or operating construction support activities.
- Ensuring the optimal utilization of personnel, materials, equipment, and resources to achieve satisfactory maintenance standards.
- Covering shifts for absent supervisors as needed and working in adverse weather and other emergency conditions. Supervising snow-removal operations and other emergency activities on both a regular and overtime basis.

Minimum Qualifications
Candidates must present the following qualifications to be considered eligible for this position:
- Must have three (3) years of full-time, paid maintenance work experience, with 1 year of paid full-time supervisory experience.
- Must possess a valid driver’s license.
- High School Diploma or GED from an accredited institution required.
- All applicants that meet the above qualifications and have been selected for an interview, must also be qualified on a Port Authority Entry-Level Assessment (ESA) test prior. This test assesses supervisory skills and will be administered virtually.
Desired Qualifications
Ideal candidates will present the following profile:
- Thorough knowledge of maintenance equipment, procedures, and the work methods of various trades; understand safety practices and related national codes; and be able to read and plan work from drawings.
- Knowledge of the BTU, IUOE, UOAT, and IBEW union contracts, absence control policies, and knowledge of PA Administrative instructions and Port Authority Instructions
- Demonstrated excellent written and oral communication skills.
- Demonstrated ability to effectively supervise a represented staff of skilled and semi-skilled employees to ensure that work orders are completed on time.
- Superior organizational skills and ability to work independently and prioritize assignments.
- Demonstrated experience computer skills and experience working with MS Office Programs.
- Demonstrated effective record keeping experience.
- Experience with the MAXIMO or another Maintenance Management Information System
- Selected candidate must have previously worked in a field environment either in maintenance, construction, or engineering and familiar with common tools, construction vehicles, etc.
- Demonstrated knowledge of O&M standards and OSHA safety procedures
- Excellent verbal and written communication skills, including the ability to interact effectively with various levels of both PA staff and external contractors and agencies.
- Demonstrated experience in reading and interpreting contract documents, drawings and technical manuals
- Demonstrated negotiation and conflict resolution skills.
- Demonstrate ability to identify, understand and integrate facility/customer service needs into day-to-day decision making and to interact knowledgeably with the facility staff, service contractors and other stakeholders
