Research Scientist III

Salary Grade 25: $92,055 - $111,115 (NYC)


The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill one full-time Research Scientist III position (Albany or NYC) in the Office of Addiction Services and Supports (OASAS), Division of Planning, Research, Information Management and Evaluation (PRIME) to collaborate with New York University (NYU) on research examining organizational responses to changes in addiction treatment and their impact on disparities in quality of care. The Research Scientist III will work closely with the New York University team on data analysis and database management.

This position requires strong skills in developing and presenting data visualizations to diverse audiences, including those without a data background. The Research Scientist III must be able to calculate, interpret, and communicate statistical findings from data systems and present results in a variety of formats for both technical and general audiences.


Responsibilities include but are not limited to:

  • Work as part of a project team consisting of a Principal Investigator, New York University, and subject matter experts within the OASAS Division of Planning, Research, Information Management, and Evaluation (PRIME).
  • Responsible for extracting and creating analytical data sets from New York Medicaid and OASAS administrative databases.
  • Responsible for tasks required by the research study including database management, programming, statistical analysis, and creating performance feedback systems.
  • Assist in the regular convening of a Stakeholder Oversight Committee comprised of representative members from health insurers, treatment providers, and affected individual and families to provide guidance and support to the study.
  • Responsible for coordination of transfers of data to the investigative team at NYU.
  • Present project information and finding to internal and external stakeholders.

Minimum Qualifications:

  • A Bachelor's degree from an accredited college or university in a relevant social science and four years research, evaluation, or data management experience; OR
  • A Master's degree or J.D. from an accredited college or university in a relevant social science and a minimum of three years of research, evaluation, or data management experience; OR
  • A Ph.D. from an accredited college or university in a relevant social science and a minimum of two years of research, evaluation, or data management experience.

Preferred Qualifications:

  • Experience in the use of SAS and/or SQL evidenced by having had at least 2 years of full-time work using SAS and/or SQL.
  • Expertise in organizing, managing, and analyzing quantitative data using descriptive statistics evidenced by having had at least 2 years of full-time work.
  • An advanced degree in public health, biostatistics, public administration, public policy, management, political science, government, law, or a closely related field. ·
  • Expertise with technical data management and analysis using public health and administrative health service data.
  • Strong research skills and ability to proactively gather and analyze information from disparate sources.
  • Excellent project management and organizational skills.
  • Able to summarize complex concepts quickly, clearly, and concisely for audiences at all levels.
  • Familiar with State government operations or working in a state or local government environment a plus.
