About the Position

Dexis is looking for a highly qualified Learning Experience & Delivery Lead to oversee the design, development, and delivery of Navy Comprehensive Integrated Primary Prevention (N-CIPP) Plan Development Workshops and Train-the-Trainer (TTT) programs. This senior-level role is responsible for creating innovative, Navy-specific curricula, ensuring high-quality facilitation, managing contract deliverables, and serving as a key liaison with OPNAV N17 stakeholders. The Lead is also responsible for overseeing research and evaluation efforts, guiding the logistics for CONUS and OCONUS site visits/trainings, and ensuring all requirements are met on time, within scope, and to standard.
This contract supports the Deputy Chief of Naval Operations (Personnel, Manpower, and Training) which serves as Chief of Naval Personnel (CNP), responsible for strategy, resource functions, and policy development impacting MyNavy HR readiness. This contract provides a broad range of curriculum development, training, and implementation support. Project tasks include design, plan, prepare, implement, and evaluate the Navy Comprehensive Integrated Primary Prevention (NCIPP) plan and conduct virtual Train the Trainer (TTT) and follow up in-person TTT refresher(s) Workshops at CONUS and OCONUS Navy installations.

Responsibilities

Curriculum Design & Training Delivery:

  • Lead the design, development, and approval process for Workshop and TTT curricula, facilitator guides, handouts, and training materials.
  • Ensure curricula align with Navy-specific content and adult learning principles, emphasizing interactive, experiential training methods.
  • Facilitate virtual and in-person TTT sessions and refresher events; co-lead in-person Workshops at Navy installations as needed and requested.
  • Provide trainers with coaching, feedback, and fidelity checks to ensure consistent, high-quality delivery.

Program & Contract Support/Management:

  • Provide guidance on program development and implementation.
  • Support the contract manager to oversee and lead the day-to-day administration of the contract, including contract deliverables, schedules, and milestones.
  • Lead efforts to ensure overall client satisfaction and project leadership, including monitoring contract performance to achieve or exceed quality standards.
  • Lead quality assurance and technical excellence of the work of the contract and team; ensure deliverables and products are delivered on time, and of a quality acceptable to both the client and Dexis and TIVC. This may include drafting and/or QA/QCing reports and other deliverables.
  • Track tasks and deliverables across the contract, working to mitigate risk and ensure the high quality of deliverables, and manage workloads of team members.

Client & Stakeholder Engagement:

  • Coordinate and lead advisory, research, and evaluation activities with client partners (i.e., Command Climate Specialists (CCS), Command Managed Equal Opportunity Managers, Command Resilience Team members, and Integrated Prevention Coordinators) in the development of the N-CIPP Plan, as needed and requested.
  • In coordination with the contract manager, serve as a primary point of contact with OPNAV N17 action officers, program managers, and other stakeholders.
  • Lead regular process reviews, development meetings, and briefings to ensure alignment with client expectations.
  • Collaborate with Navy stakeholders to integrate feedback into curriculum, evaluation tools, and Workshop implementation.
  • Support development and delivery of findings and recommendations through written reports and formal presentations.

Research, Evaluation & Reporting:

  • Oversee design of pre/post workshop surveys, training fidelity tools, and facilitator evaluation methods
  • Ensure compliance with necessary external data collection approvals, as needed (e.g., IRB, HRPP, OMB) and Navy data collection approval (Navy Survey Control Office).
  • Support the management of secure collection, analysis, and reporting of qualitative and quantitative data.

Marketing & Outreach:

  • Direct the creation of workshop marketing strategies, including email templates, flyers, and social media posts.
  • Ensure strategies are coordinated and approved by OPNAV N17 prior to implementation.

Other Responsibilities:

  • Keep abreast of trends in the issues impacting warfighter and mission readiness related to the development of the N-CIPP Plan curriculum and training implementation.
  • Maintain positive team morale and culture.
  • Other duties as assigned.

Qualifications 

  • Master’s degree
  • A minimum of 7 years of project management experience in a U.S. government setting, including:
    • Demonstrated ability to provide guidance, direction, and supervision in all required areas
    • Delegating and tracking the status of tasks and lines of effort with team and consultants
    • Mitigating risks to completion of tasks
    • Ensuring deliverables are quality control prior to delivery to the government client,
    • Facilitating team collaboration
  • Experience with learning development, adult learning, and curriculum design
  • A minimum of 7 years of experience in leadership and managing client relationships
  • A minimum of 7 years of experience managing complex and challenging programs
  • Ability to obtain a DOD Secret clearance if requested by client
  • Ability to travel up to 20%

Preferred qualifications

  • 10 years of management experience, leading multi-disciplinary teams
  • Financial management experience
  • 10 years of experience in leadership and managing client relationships with USG
  • Strong understanding of program and operations management, building and maintaining client and partner relationships, gaining consensus to drive effective decision-making, and managing diverse and high-performing teams
  • Demonstrated experience with risk mitigation planning
  • Strategic, big picture thinker
  • DoD Security clearance

 

Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.

Dexis pay range for this role:
$160,000$175,000 USD
