About the Department

Under general supervision, is responsible for creating and maintaining trust files; researching past transactions on trust accounts; preparing the daily deposit for the County Clerk's Office; interpreting complex court orders in order to process the court orders correctly; investing funds for minors; creating court orders to invest funds for certain probate cases; calculating the interest earned on funds deposited into the court registry for a specific trust account; researching and rectifying discrepancies; balancing cash reports for several tender types from several cashiering systems; balancing the funds received to the appropriate cash report; reviewing revenue totals related to e-filed documents to identify and correct errors; reversing and reposting revenue to correct errors; processing Special Bill of Review payments and default judgment payments; receiving funds from County Offices and depositing the funds into the County Treasury; preparing a daily Treasury Report that includes all funds deposited into the County Treasury; and performs related duties as required.

Position Duties

  • The Treasury and Court Registry Clerk is responsible for all deposits received by various County offices as the Treasurer. Responsibilities include receiving, accounting, and resolving discrepancies for all physical funds deposited, Automated Clearing House (ACH), wire transfers, and remote deposit information to accurately account for Bexar County deposits as the County Treasurer to include but not limited to the District Clerks Office, District Attorney’s Office, Sheriff’s Office, and Bail Bond Board 
  • Acts as the accounting division for the County Clerk’s Office maintaining an account of all funds handled by cashier stations and coordinating with various departments to resolve all balancing discrepancies related to financial transactions performed across multiple cashiering and case management systems 
  • Responsible for maintaining accurate daily postings of transactions to include cash bond deposits, court registry deposits, and department daily financial uploads into the Tyler Odyssey Case Management System 
  • Accepts, deposits, withdraws, and oversees funds deposited into the Court Registry related to Civil, Probate and Criminal cases 
  • Annually assists in a statutory audit performed by an independent certified public accounting firm in accordance with Local Government Code 117.123 to include but not limited to the gathering of deposit and disbursements information regarding court orders, affidavits, receipts, and general ledgers pertaining to activity within the County Clerk’s Non-Interest Bearing, Interest-Bearing, and Escrow Management deposit account 
  • Annually assists in the preparation of a statutory annual report in accordance with Estates Code 1355.052 pertaining to the accurate debit and credits posted for minors invested in a probate matter showing the original investment and all activity for the report year 
  • Distributes, reconciles and receives starting balance cash bags for County Clerk departments to include resolving discrepancies during end of day close out 
  • Researches, invests, establishes, and maintains Certificate of Deposit accounts in area local banks for minor funds deposited as a result from Probate and Civil case proceedings 
  • Maintains accounting credit and debit entries for all minor funds invested 
  • Prepares and distributes annual IRS 1099 forms related to individual minor trust accounts 
  • Reviews complex court orders received by attorneys and individuals to ensure disbursement requirements are met such as a W-9, bond requirements, affidavits and proper identification  
  • Prepares correspondence and the necessary paperwork for attorneys and individuals pertaining to the investment and disbursement of funds from the courts registry to include cash bonds, minor funds and funds held in trust regarding a civil or probate matter 
  • Generates and issues refund checks for transactions received within the County Clerk’s Office  
  • Coordinates with various County departments to resolve cashiering errors, bank deposit errors, non-sufficient fund notices (NSF) and rejection errors related to a deposit into the County Treasury  
  • Researches and handles daily inquiries from attorneys and the general public on matters related to areas of responsibility, such as inquiries regarding funds on deposit with the court; funds escheated, and funds invested and managed in accordance with Local Government Code Sec. 117.052 
  • Prepares bank deposit slips and tapes related to the funds received to maintain accurate accounting for funds deposited into the county central depository, Sheriff’s Office – Attorney Surety, District Clerk Demand, County Clerk Demand, Bail Bond Board, County Clerk Non-Interest Bearing Account, District Clerk Non-Interest Bearing Account, County Clerk Escrow Management Account, and District Clerk Escrow Management Account 
  • Creates daily, monthly, and yearly revenue reports related to Treasury deposits needed in fiscal and budgetary planning
  • Follows established procedures to assist in the collection and recording of non-sufficient fund (NSF) checks recorded on the County Clerks Demand Account by generating and sending correspondence to customers regarding non-sufficient fund (NSF) checks, collecting and recording monies due, and issuing receipt for payment
  • Processes payments related to physical and wire transferred cash bond deposits 
  • Prepares deposit warrants for monetary deposits submitted to Treasury by the County Clerk’s Office 
  • Processes monthly payables and receivables related to administrative fees collected by the County Clerk’s office 
  • Performs other duties as required.

Minimum Qualifications

  • High School or General Education Development (GED) certificate, and three (3) years bookkeeping, banking, document processing, customer service, call center, cash handling or general office experience as part of work involving service to the general public; or an equivalent combination of education and experience
  • Basic knowledge of cash account management procedures; and of basic mathematical calculations
  • Ability to balance cash reports to revenue received; to effectively respond to inquiries and complaints; to operate personal computer; to operate a 10-key adding machine and basic office equipment; to communicate with a diverse group of individuals utilizing tact and diplomacy; to establish and maintain effective working relationships with co-workers and the general public
  • Skill to type 40 wpm with no more than 7 errors

  • Acts in the name of the County Clerk and shall perform all official acts as may be lawfully done and performed by such Clerk in person, pursuant to Section 82.005(c) of the Texas Local Government Code
  • Must secure and maintain Bexar County Information System and Cashiering System certifications
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to work more than 40 hours during the workweek
