About the Department

The Human Resources Administrator (Generalist) is professional and administrative work administering, planning, organizing and coordinating various employee relations activities within the Human Resources Department.
The Human Resources Administrator (Generalist) performs diversified, difficult and responsible personnel duties administering, developing and implementing personnel programs, including employee benefits, pay and classification, employee relations, and training. Work also includes: appeals or employee grievances ensuring that the process is fair, in compliance with all applicable statutes, regulations and City policies; coordinating training programs, reconciling invoices from vendors. Work is performed independently with general supervision and assignments by the Director.

Position Duties

Administers employee benefits: health, dental, vision, life insurance, voluntary supplemental policies, tuition reimbursement, and leave benefits;
Assists in planning, preparing and directing the activities of Human Resources Administration;
Assists in investigating employee grievances, disciplinary actions and performance evaluation appeals;
Administers and coordinates layoffs and recalls, terminations, including exit interviews; analyzes and makes recommendations regarding unemployment claims;
Assists, coordinates and develops department budget;
Develops, conducts, monitors and implements a variety of employee Training and Development programs; presents and evaluates internal and external training programs;
Drafts proposals for personnel policy/procedure changes;
Implements changes and new programs as directed;
Counsels City employees, department heads, and supervisors on personnel procedures;
Communicates policies and procedures to staff and the general public;
Spearheads the City’s Wellness Program;
Ensures adherence to City regulations, state and federal regulations;
Prepares and processes the Equal Employment Opportunity Report;
Follows HIPAA and COBRA guidelines;
Processes monthly, quarterly and year-end and fiscal transactions;
Has oversight of Open Enrollment and activities related to involuntary and voluntary benefits;

Minimum Qualifications

Bachelor’s degree in Human Resource Management, Psychology, Business Administration, or an area of desired specialization, plus five (5) years progressively responsible professional human resource management, Benefits administration or related fields;
OR
An equivalent combination of education, training, and experience which provides the required knowledge, skills and abilities.
Public Sector Experience Preferred.
Possession of a valid Florida driver’s license.

Other Qualifications

Good knowledge of principles and practices of personnel administration, including selection practices, collective bargaining, affirmative action, equal employment, testing and training;
Good knowledge of federal, state and local legislative, regulatory and judicial requirements applicable to the area of personnel administration;
Good knowledge of the funding process in a municipal environment as related to budgeting;
Considerable knowledge of the principles, practices and procedures of supervision, organization and administration;
Ability to plan, implements, and coordinate technical and administrative programs;
Ability to make proper decisions independently;
Ability to understand and follow complex oral and written instructions;
Ability to express one’s self clearly and concisely, both orally and in writing;
Ability to establish and maintain effective working relationships with other employees and the general public using tact and courtesy;
Ability to operate a computer;
Ability to type;
Ability to drive a car.
