About the Department
The Public Health Director of Prevention, Intervention, and Community-Based Treatment Programs provides visionary leadership, strategic planning, and administrative oversight for comprehensive behavioral and public health services. This includes the design, implementation, and evaluation of culturally responsive prevention, early intervention, and treatment programs serving children, youth, families, and the broader Yoeme community. The Director ensures that programs are evidence-informed, community-based, trauma-responsive, and aligned with best practices in Tribal public health systems of care.
Position Duties
- Provide strategic leadership and administrative oversight for an integrated system of prevention, intervention, and treatment services across Tribal departments and community partners.
- Direct daily operations, program development, staff supervision, and fiscal management of all related programs under the behavioral public health umbrella.
- Lead cross-sector collaboration to strengthen the continuum of care for children, youth, and families, including the development of Memoranda of Understanding (MOUs) and interagency agreements.
- Coordinate culturally informed services through wraparound and family-centered models, incorporating traditional healing, community voice, and local resources.
- Oversee the development, implementation, and evaluation of public health and behavioral health policies, strategic plans, and service delivery models.
- Ensure compliance with local, Tribal, state, and federal requirements; maintain accreditation and reporting for grants and funding partners.
- Monitor and analyze program outcomes; use data to inform policy, improve service delivery, and promote health equity.
- Build and support a high-performing, multidisciplinary team through recruitment, training, performance management, and professional development.
- Facilitate partnerships with healthcare providers, schools, justice systems, and community organizations to promote prevention and early intervention.
- Serve as a senior advisor to Tribal leadership on public and behavioral health policy, funding, and systems change.
- Represent the Tribe in statewide or national health policy forums and coalitions as assigned.
- Perform other duties as assigned by the Executive Director of the Health Services Division.
Minimum Qualifications
Knowledge of:
- Public health systems and frameworks, including SAMHSA’s Systems of Care and CDC’s Public Health 3.0 Model.
- Culturally responsive and trauma-informed behavioral health approaches.
- Family-centered care, wraparound planning, and strength-based service delivery.
- Social determinants of health affecting Indigenous and underserved communities.
- Tribal sovereignty, governance structures, and federal/state/tribal policy.
- Arizona Department of Health Services and behavioral health regulations.
- Prevention science, substance use disorder (SUD) programming, and mental health promotion.
- Grant and contract management.

Other Qualifications
Master’s degree in Public Health (MPH), Social Work (MSW), Psychology, or a related field and a minimum of seven (7) years of progressively responsible leadership experience in public health, behavioral health, prevention, or tribal health systems required; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
- Demonstrate experience implementing wraparound or systems of care approaches.
- Experience managing multidisciplinary teams and grant-funded programs.
- Doctorate in Public Health, Behavioral Health, or related field preferred.
Special Requirements:
- Must possess and maintain a valid Arizona Driver’s License.
- Must have a current Level 1 Arizona Clearance Card or be able to obtain one within ninety (90) days of hire. Failure to maintain a current Level 1 Clearance Card will result in termination from this position.
- Must be available for flexible scheduling, including evenings and weekends as required.
- Must be able to travel locally and out of state for meetings, trainings, and conferences.
