About the Department

 As the City’s newest Management Analyst with Planning and Development Services, you will actively support and uphold the City’s stated mission and values. Under direction of the Planning and Development Services Director, the Management Analyst is expected to perform program management duties associated with the day-to-day operations, providing business analytics for each section and program area in Planning and Development Services. This job has partial responsibility for strategic planning at the division level (assists with developing, implementing, and managing long and short-term goals) and works closely with the Planning and Development Services Director, Section Heads and Program Managers in the overall strategic planning efforts as related to improving work processes, the sequencing of business analytics, and the implementation of solutions. Position Duties

ESSENTIAL JOB FUNCTIONS

  • Provides excellent customer service to both internal and external customers
  • Develops and implements communication strategies
  • Prepares and conducts training on new policies, procedures, or programs
  • Interprets data gathered from research and converts data into useful information
  • Using synthesized information, prepares presentations, letters, memorandums, statistical reports, manuals, and other documents
  • Maps business practices and develops procedures through analysis of Planning and Development Services sections and programs to determine where efficiencies can be obtained through either a change in existing work program or by implementing a technological solution
  • Advises Planning and Development Services staff on how to implement business processes
  • Maintains individual and group security for multiple applications that are managed by Planning and Development Services
  • Serves as primary representative for software implementation for Planning and Development Services including leading the team effort within the division associated with mapping, testing, coordinating, and implementing software solutions
  • Creates reports from various software applications, standardizes reports for general usage, and analyzes data
  • Maintains and updates Planning and Development Services web page including posting reports, updating staff, providing current information, posting bids, and posting any other information as requested by the division
  • Responds in a timely manner to phone calls and correspondence; attend staff meetings and training courses
  • Provides technical and administrative support to the Planning and Development Services Division, including general administrative tasks and covering the front counter, as needed
  • Responsible for proper and timely processing of time sheets, payroll, purchase orders, personnel action forms, budget preparation, labor distribution reports, or any other procedural forms as required
  • Manages special projects, as requested.
  • Other duties as assigned


Budget

  • Prepares, reviews, reconciles, and presents budgetary and financial information and reports on behalf of the division
  • Assist in preparation of budget creation, budget recommendations for assigned area, coordinating budget information and documentation and compiling budget recommendations prepared by others into comprehensive budget documents
  • Conducts financial projections and forecasts for assigned areas or projects
  • Advises divisions on budgetary and financial policies and procedures
  • Prepares and monitors contracts for outside services to ensure timely completion of requests for proposal (RFP) and procurement projects, conformance to project guidelines, and proper billing for services rendered


Administration

  • Prepares and administers grant proposals, monitors active grants to ensure compliance with regulations, and maintains appropriate records of grant administration
  • Manage service contracts and ensure services rendered conform with contract guidelines
  • Coordinates project management with other city divisions, programs and outside agencies, as needed
  • Participates in public involvement on project related issues, as needed
  • Ensures project tasks are aligned with resources, needs and skills
  • Tracks and documents project efforts, work products, updates, issues, budget expenditures, and timelines

Minimum Qualifications

MINIMUM REQUIREMENTS

  • Bachelor’s Degree in Business, Organizational Development, Public Administration, or a closely related field 
  • Three years of related experience in business process analysis, continuous improvement, data analysis, and/or project management
  • Two years technical experience implementing software applications
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements 



DESIRED EXPERIENCE AND TRAINING

  • Master’s Degree in Business or Public Administration, or related field.
  • Three years of experience in report writing in various applications/languages/databases
  • Two years of experience working for a municipal government



OTHER REQUIREMENTS

  • Regular attendance is an essential function of this job to ensure continuity
