About the Department

Position Description 

This posting will be used to fill a Full-Time, Permanent, Safety Sensitive, Utility Operations Administrator (Infrastructure) position in Utility Operations in the Department of Public Works. 

This is a highly responsible supervisory position involving utility operational or administrative and supervisory work, directing the administration of the County’s complex water distribution and wastewater collection infrastructure systems in the Department of Public Works. 

This Utility Administrator position is responsible for planning, organizing, and directing programs and activities of a large water and wastewater infrastructure including specialized maintenance and emergency and planned repair activities associated with water distribution and wastewater collections systems. 

Responsibilities also include budget preparation, customer service, heavy equipment management, personnel management, safety compliance and other functions as required. 

NATURE AND VARIETY OF WORK 

Work involves responsibility for planning, organizing and directing the operational programs including capital program improvements and activities of the Bureau of Utility Operations of the Department of Public Works. The Utility Administrator is responsible for the oversight and effective operation of water distribution and sanitary sewer collection systems. In addition, the Utility Administrator interacts with the public, regulatory agencies, other departments, contractors, consultants and elected and appointed officials. The Utility Administrator manages daily operations through subordinate Utility Superintendents and must be able to physically access various utility infrastructure as required for oversight of construction, maintenance, and repairs. Employees in this class are responsible for budget development, presentation and execution, policy and procedure development for their assigned area of responsibility. Work includes the completion of required regulatory agency reporting requirements and ensuring compliance with all state, federal and local laws, regulations and policies. 

Employees in this class supervise, directly or through subordinate supervisors, up to 100 + employees. Work is performed with considerable independence within established policies and procedures and is reviewed by the Deputy Director, Public Works through conferences or reports. 

This position is required to be available twenty-four hours a day, seven days a week to respond to utility emergencies and other workplace problems which occur outside of the normal business workday. The Utility Operations Administrator is required to tour and inspect existing facilities, facilities under construction and emergency locations as needed. 

Examples of Duties and Knowledge, Skills and Abilities

INFRASTRUCTURE: 

Develops and executes short and long term plans, organizes, and directs the programs and activities of water collection and sewer collections system maintenance and repair to ensure economical and efficient operation; supervises directly, or through subordinates, a large water distribution and sewer collection systems and the employees engaged in the operation, maintenance, and repair of these systems and related activities.

Directs and maintains the administrative organization of the Infrastructure Division with the Supervisors and employees of each business unit as well as generally overseeing the physical operation of each business unit. 

Provides recommendations to the Deputy Director regarding employment, promotion, discipline, succession planning, and separations of employees from job positions. Provides and ensures the proper training of new and existing employees. 

Establishes operating procedures and performance goals to ensure smooth operations, productivity, and efficiency. Provides annual performance recommendations to the Deputy Director regarding budget, team productivity, personnel issues, and other related performance goals. 

Reviews and provides technical support to active projects that involve utility infrastructure initiatives, vendor relationships, and work with engineers, contractors, and consultants as well as bid document preparation. 

Attends both internal and external Utility-related meetings to present infrastructure information related to the County’s utility infrastructure assets and recommends appropriate actions. Understands the methodologies pertaining to the calculations involved in certain engineer reports and studies. Reviews and provides technical support and comments to the Capital Projects team related to water distribution and sewer collection systems. 

Audits and analyzes, maintenance, and inspection programs, directs the adjustment of maintenance, inspection, or repair methods to improve efficiency, develops capital programs as appropriate; recommends changes to improve the operation, maintenance, and repair of water distribution and sewer collection systems. 

Analyzes and develops operating and capital budget needs, prepares budget requests and justification, and manages operating budgets to achieve the greatest economy consistent with efficient service to the public. 

Ensures safety of employees through various safety programs, activities, policies and procedures. 

Ensures compliance with federal and state environmental and discharge requirements in order to preclude the assessment of a fine against the county. 

Plans and recommends the improvement of infrastructure and related facilities through the acquisition and installation of improved equipment or facilities, and through the use of improved techniques and processes; 

Position Duties

KNOWLEDGE, SKILLS, AND ABILITIES 

Extensive knowledge of current methods and techniques and operational trends related to water distribution and sewer collection systems from the perspectives of engineering, construction and constructability.. 

Extensive knowledge of federal, state and local environmental laws, regulations and policies as they relate to the public utility water and sewer industry. Responsible for routine updating of County standards from an operations, maintenance, and repair perspective as the representative of the Bureau Infrastructure division.

Extensive knowledge of federal, state and local laws, regulations and policies governing the safety of employees specifically in confined spaces, trenching, construction techniques, technologies and materials. 

Extensive knowledge of water distribution and treatment system components and facilities as well extensive knowledge of sewer collection system and wastewater treatment system components and facilities. 

Extensive knowledge of the principles and practices of human resource management. Extensive knowledge of environmental monitoring and compliance requirements. 

Extensive knowledge of the methods of water distribution and sewer collection systems rehabilitation, development process and system reconstruction for water and wastewater infrastructure. 

Thorough knowledge of the principles and practices of project and contract management as well as bid document preparation. 

Thorough knowledge of the development of long range planning documents. 

Knowledge of utility financial practices and methods. 

Skill in planning, organizing and directing programs and activities of a complex utility Ability to evaluate the progress and efficiency of the Utility’s programs and operations. 

Ability to communicate effectively both orally and through written reports. 

Ability to establish and maintain effective working relationships with county and regulatory officials, consultants, contractors and the public. 


Minimum Qualifications

A bachelor's degree from an accredited four-year college or university with major course work in civil, environmental, or sanitary engineering, business administration, or a related field; six (6) or more years of engineering experience or administration and management of a large public utility operating system, including six (6) or more years management, supervisory, administrative, and financial experience; and possession of a valid non-commercial Class C motor vehicle operator's license issued by the State. 

NOTE: The four-year college or university with major course work in civil, environmental, or sanitary engineering, business administration, or a related field may be substituted on a year for year basis with up to four (4) years’ experience totaling up to ten (10) years of engineering experience, administrative, management and financial experience of a large public utility operating system. 



NOTE: This position is Safety Sensitive and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol testing.

Other Qualifications

Preference will be given to candidates with the following: 

1) Ten (10) years' experience in managing a large utility infrastructure program.

2) State of Maryland Collections Systems License

3) State of Maryland Distribution Systems License

4) State of Maryland Superintendent's License for Collections and/or Distribution Systems
