Position Duties

The Ryan White Hope Center is looking for a proactive and detail-oriented Budget Analyst 3 who’s ready to make an impact through strong financial leadership and strategic insight. In this role, you’ll take the lead on budgeting, financial analysis, and reporting to help ensure programs run efficiently and resources are used effectively. You’ll have the opportunity to influence key financial decisions, manage grant funds, and support smooth audit processes — all while helping advance the Hope Center’s mission of serving our community. Primary Duties & Responsibilities:

  • Budget Analysis: Review and analyze agency budgets and accounting reports to maintain expenditure controls, monitor spending trends, and identify opportunities for improvement.

  • Policy Development: Develop, interpret, and analyze policies and budget-related initiatives; provide data-driven recommendations to support informed decision-making.

  • Resource Allocation: Evaluate financial data to determine resource needs for program implementation and assess trends to support strategic planning.

  • Financial Review: Examine and verify budget estimates for accuracy, completeness, and compliance with established procedures and regulations.

  • Reporting: Prepare and present detailed analytical reports on budgets, financial statements, and expenditures to support transparency and accountability.

  • Grant Management: Oversee and track grant funds to ensure compliance with all guidelines, and prepare timely and accurate grant-related reports.

  • Collaboration & Audit: Partner with district staff and external auditors to facilitate successful audits and resolve any findings or discrepancies.

  • Policy & Procedure Development: Review and update fiscal policies and procedures to align with organizational goals and regulatory requirements.

  • Budget Preparation & Oversight: Support all aspects of budget preparation, auditing, and financial records management operations.

  • Grant Writing Support: Assist in developing, preparing, and submitting grant proposals to secure program funding.

  • Fiscal Reporting: Compile and report data, evaluations, and fiscal reports for review and approval by the Hope Center Director.

Minimum Qualifications

Associate degree in accounting, business/public administration, or finance from an accredited college or university and four (4) years of fiscal analysis job- related experience;

or
 
Two (2) years of experience at the lower level Budget Analyst 2 (FIP011) or equivalent position.

Preference will be given to candidates who possess the following qualifications or experience
At least 2 years of experience in Grant Management Financial Experience.
Strong understanding of accounting principles and practices.
Proficiency in financial analysis and reporting.
Excellent attention to detail and accuracy.
Ability to manage multiple priorities and work independently.
Strong communication skills to collaborate effectively with various stakeholders.
Knowledge of relevant regulations and compliance requirements.

The use of physical activity breaks during the workday is authorized to support this philosophy and help employees meet their wellness goals. A maximum of 30 minutes of physical activity may be allocated per workday, typically in the form of two 15-minute breaks or one 30-minute break.
