JOB SUMMARY: This position performs complex skilled technical work and supervises others in substation construction, operation, and maintenance ensuring electric system reliability; oversees transmission and distribution switching; assists electric engineer with the design of substations and related equipment installations; supervises testing and repair of high-voltage equipment. All while complying with safety regulations set forth by OSHA, APPA, NESC, and the city of Rocky Mount.
Position Duties
Supervises substation technicians and contractors, and participates in the installation, operation, maintenance, and repair of all types of equipment used in electrical substations.
Supervises and participates in the maintenance and calibration of protective relays and substation SCADA equipment.
Prepares written switching orders; supervises and participates in the switching of transmission and distribution circuits.
Assists with the design of substations and related equipment installations.
Supervises and participates in the testing and repair of high-voltage, transformers, circuit breakers, reclosers, capacitors, voltage regulators, and other related equipment; maintains associated records.
Provides direction and supervision to subordinates; ensures productivity, adherence to policies, effective performance evaluations, and individual skill development; practices and enforces safety rules and ensures proper use of personal protective equipment.
Participates in emergency response efforts during power outages or substation failures.
Performs other related duties as assigned.
Minimum Qualifications
Education and Experience:
High school diploma or equivalent.
Five (5) years of experience in a related field.
Or an equivalent combination of education and experience.
Special Qualifications:
Possession of a valid North Carolina Class “A” driver’s license
Other Qualifications
Knowledge of electric substation and/or electric distribution system installation, operation, inspection, repair, and maintenance.
Knowledge of electrical schematics.
Knowledge of electrical wiring.
Knowledge of hand tools, test instruments, and power tools.
Knowledge of proper safety procedures, rules and regulations including NESC, OSHA, APPA, and City policies.
Knowledge of maintenance and calibration procedures for protective relays and substation SCADA equipment.
Knowledge of the testing and repairing of high voltage transformers, circuit breakers, reclosers, capacitors, voltage regulators, and related equipment.
Knowledge and experience of electric distribution and transmission circuit switching.
Skill in the interpretation and application of federal, state, and local policies, codes, and laws.
Skill in the supervision of personnel.

SUPERVISORY AND MANAGEMENT RESPONSIBILITIES
This position has direct supervision over Substation Technician I and II (2).
PHYSICAL DEMANDS
The work is medium work which requires exerting up to 50 pounds of force occasionally,
and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
Crawling: Moving about on hands and knees or hands and feet.
Crouching: Bending the body downward and forward by bending leg and spine.
Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
Grasping: Applying pressure to an object with the fingers and palm.
Handling: Picking, holding, or otherwise working, primarily with the whole hand
Hearing 1: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination sound.

Kneeling: Bending legs at knee to come to a rest on knee or knees.
Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.

Talking 2: Shouting in order to be heard above ambient noise level.
Visual Acuity 1: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
Visual Acuity 2: Including color, depth perception, and field vision.
Visual Acuity 3: Visual Acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
Visual Acuity 4: Have visual acuity to operate motor vehicles and/or heavy equipment.
Visual Acuity 5: Have close visual acuity to perform an activity such as: visual inspection involving small defects, small parts, operation of machines; using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
WORK ENVIRONMENT
The work is typically performed in an office and outdoors. The employee is exposed to noise, dust, dirt, grease, and occasional cold or inclement weather. The work may require the use of protective devices, such as masks, goggles, or gloves. Must be able to work scheduled and unscheduled overtime and be on a rotating schedule to standby to be called in to work after normal working hours
PROXIMITY REQUIREMENT
Residence must be located within 30-minute travel time to the North POD (Greyson Road) to ensure timely response.
