About the Department

GENERAL STATEMENT OF DUTIES: Secures funding to support crucial city projects, programs, and services. Researches and identifies potential grant opportunities working with relevant department staff to develop compelling proposals, managing the grant application process, and overseeing post-award compliance and reporting.  

Position Duties

  1. Collaborates with the Chief Resilience Officer to develop and implement a comprehensive grants strategy aligned with the City of Flint’s priorities and funding needs.
  2. Conducts thorough research to identify grant opportunities from federal, state, and local funding sources that align with the City of Flint’s municipality’s goals.
  3. Leads and coordinates with relevant departments the development of persuasive grant proposals that effectively communicate the City of Flint municipality’s mission, programs, and community impact.
  4. Collaborates with relevant departments and subject matter experts to gather essential information and data to develop and write proposals.
  5. Oversees the entire grants management process, including application submission, reporting, and compliance with   grant requirements.
  6. Develops and maintains a grant management system, ensuring timely submission of applications and reports.
  7. Collaborates with finance and program departments to create accurate project budgets for grant proposals.
  8. Coordinates with Finance to monitor grant spending and ensure compliance with fund allocation guidelines.
  9. Coordinates with relevant departments to prepare and submit grant reports to funders, highlighting program achievements and financial performance.
  10. Cultivates and maintains positive relationships with grant-making organizations, government agencies and other stakeholders.
  11. Represents the City of Flint in grant-related meetings, conferences, and networking events.
  12. Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in Political Science, Nonprofit Management, Public Administration, or a related field. 
  • Grants Management Certification.
  • Possession and maintenance of a valid State of Michigan driver's license. 
Driving Record Requirement
Applicants must have a safe and responsible driving record. Candidates will not be considered if they have multiple accidents, excessive violations, a current suspension or disqualification, or a major violation (DUI, reckless driving, vehicular homicide, or endangerment) within the past seven (7) years.

Employees hired by the City must maintain residency as follows: Exempt - within 25 miles of the nearest boundary of the City of Flint.

Other Qualifications

PHYSICAL DEMANDS: While performing the duties of this job, the employee is frequently required to stand, sit, walk, talk or hear; use hands to operate technical equipment and/or instruct others with the use of models or other manipulatives. The employee is required to communicate, receive, process and share information. The employee is required to occasionally lift and/or move up to 10 pounds. Ability to meet travel requirements for the job, occasional long-distance travel may be required.
