About the Department

The County of Yolo is recruiting to fill one regular, full-time position 
in the class of Network Systems Specialist I at the Innovation and Technology Services Department. 

The open position has a cyber security role, to ensure the secure operations of applications, systems, servers, and network communications through management of a cybersecurity program with a specific focus on security education, risk and threat monitoring and assessment, security compliance, and disaster recovery and business continuity. This role supports all activities related to facilitating a robust and effective cyber security program. Primary responsibilities fall within four broad areas at differing levels of individual responsibility.

Security Education
  • Conduct various security awareness programs such as cyber security training campaigns, phishing testing, and periodic targeted training initiatives.
  • Conduct various security assessment programs such as cyber security assessment campaigns, and periodic targeted assessment initiatives.
Risk and Threat Monitoring
  • Maintain awareness of the overall threat environment through industry and government resources.
  • Performs threat hunting activities including intrusion detection, log analysis, Security Event and Incident Management (SEIM) analysis, and malware analysis.
  • Participate in the design and execution of vulnerability assessments, penetration tests, and security audits.
  • Performs security incident coordination activities, including containment, eradication, and recovery of affected systems.
  • Perform security and risk assessments on new and proposed projects.
  • Perform risk assessments and execute tests of network and information systems to ensure technology processes are secure
Security Compliance
  • Perform assessments against County compliance mandates such as CJIS, HIPAA, IRS 1075 and others.
  • Serve as a resource in responding to compliance audits and security surveys.
  • Assist in developing a reporting structure to identify essential compliance requirements, oversight and administration, and assist in implementing and managing policies and procedures that are security specific.
Disaster Recovery and Business Continuity
  • Coordinate and assist building and maintaining effective disaster recovery plans to ensure that business-critical services are recovered in the event or a disaster.
  • Coordinate and assist building and maintaining effective business continuity plans to ensure that business-critical processes can continue in the event or a disaster.
  • Coordinate and test emergency and disaster recovery measures that ensure continual operational readiness of County systems.
The ideal candidate for this position will be a self-motivated, highly capable, team-oriented individual that has demonstrated experience in the security proficiencies outlined above. This position requires analytical thinking, excellent communication and interpersonal skills, attention to details, and a desire to continuously learn and grow.

Minimum Qualifications

The minimum qualifications required for a candidate to proceed in the selection process are as follows:

  • Experience: Three (3) years of experience configuring, installing, upgrading, maintaining, diagnosing, analyzing and resolving problems relating to network software and hardware systems.

  • Background Requirements: Incumbents in this class may have access to Federal Tax Information and are subject to confidentiality and safeguarding requirements of Internal Revenue Code 6103(p)(4).  As such, an individual selected for this position is subject to a thorough background investigation as stipulated in Section 5.1.1 of Internal Revenue Service Publication 1075, which includes the following:
    • Review of Federal Bureau of Investigation (FBI) fingerprint results;
    • Check of local law enforcement agencies where the subject has lived, worked and/or attended school within the last five (5) years and, if applicable, of the appropriate agency for any identified arrests; and
    • Verification of an employee's eligibility to work in the United States.
Background investigations are conducted upon hire and every ten (10) years of employment thereafter. 

  • License: Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.
