About the Department
This position reports to the Director of Planning and Development and performs work in planning, evaluating, developing , implementing, managing, supervising, and coordinating transportation planning activities for the City of Jacksonville.
Position Duties
- Manages and oversees the City's site impact analysis process, testing of mobility applications for transportation, City's short range and long range transportation planning activities, and represents the Department in matters relating to transportation.
- Assists the Concurrency Management Mobility Office with the annual update of the City's Concurrency Management Mobility Handbook.
- Must have a working knowledge of transportation modeling and commonly used transportation planning/engineering software.
- Oversees the development of transportation recommendations based on governmental measures affecting land use, public utilities, community facilities, housing, and transportation to control and guide community development and renewal.
- Performs various assignments requiring conventional transportation planning expertise, but may include some difficult planning and coordination requirements.
- Gathers, compiles, and analyzes data on economic, social, and physical factors affecting land use and transportation.
- Confers with local authorities, civic leaders, social scientists, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, transportation, industrial, and community uses.
- Reviews, updates, and edits the Transportation Element of the City's Comprehensive Plan, the Mobility Plan or other transportation related plans as assigned.
- Reviews and prepares methodologies and traffic studies for land use amendments, zoning applications, mobility and summarizes transportation data for mapping.
- Prepares, coordinates, and facilitates public involvement and consensus-building meetings and workshops associated with issues involving transportation planning.
- Schedules, assigns, reviews, and evaluates the work of assigned staff.
- Communicating clear direction, managing for results and leading organizational change.
- Assigning responsibility, taking corrective action, demonstrating leadership and evaluating, developing and motivating employees in the Transportation Planning Division.
Other Qualifications
- Shall have a college degree from an accredited college or university in urban planning or urban design or related field.
- Have at least 10 years' experience in urban design and management experience, or at least five years of experience with a master's degree in any of the listed fields, or commensurate training and experience.
- Have proven administrative experience.
