Job Summary:

BeVera Solutions is seeking a highly motivated and experienced Public Health Analyst to provide assistance and serve as a subject matter expert supporting the Office of Small Business Programs (OSBP) with technical, analytical and performance management services that strengthen data-driven decision-making industrial base awareness, and small business engagement within the Defense Health Agency (DHA). This role includes developing metrics, assessing program performance, and supporting strategic planning initiatives related to small business goals and industrial base analysis to align with the DHA mission.  

NOTICE – CONTINGENT POSITION: This role is part of a pre-award candidate search for an upcoming federal government contract. 


Key Responsibilities

  Program Performance Analysis & Measurement

  • Support OSBP in implementing analytical frameworks to measure and enhance small business participation and performance.
  • Conduct industrial and data analysis to identify performance trends, drivers, and opportunities for small business expansion.
  • Evaluate and help establish annual small business goals and assess progress against those goals through scheduled reporting.
  • Prepare analytical reports and presentations translating complex data into actionable insights for senior stakeholders.
  • Develop and present a semi-annual subcontracting achievement report, consolidating performance data and compliance outcomes.

  Data Reporting, Dashboards & Visualization

  • Develop, maintain, and interpret performance metrics dashboards and data visualization tools for real-time program visibility.
  • Provide a weekly small business achievement report detailing progress in program execution and milestone attainment.
  • Monitor, analyze, and disseminate industry-related news and updates relevant to small business stakeholders and program managers.

  Communication, Monitoring & Information Flow

  • Support program execution by monitoring and distributing communications from OSBP mailboxes, public media, and internal/external government channels.
  • Compile and summarize key facts and developments from monitored sources for OSBP leadership review and situational awareness.

  Collaboration, Compliance & Data Integrity

  • Collaborate across OSBP and DHA functional areas to support comprehensive data integration, performance transparency, and continuous improvement initiatives.
  • Assist with compliance tracking, data validation, and maintaining program documentation integrity.

Requirements

Educational and Experience Qualifications

The following qualifications are the minimum requirements for successful performance under the anticipated contract.

  • Minimum Education: Bachelor’s degree in Business Administration, Economics, Data Analytics, Statistics, Computer Science, or a related field.
  • Preferred Education: Master’s degree in Business Analytics, Public Policy, or related discipline.
  • Experience: Minimum 5 years of experience performing business analysis, program evaluation, or performance management within federal or defense environments.
  • Experience supporting small business programs or acquisition environments is highly desirable.
  • Proficiency in data analytics and visualization tools (e.g., Power BI, Tableau, or Qlik).
  • Strong analytical reasoning and problem-solving capabilities.
  • Advanced Excel and database management capabilities (including familiarity with SQL or Access).
  • High attention to detail and accuracy in data interpretation. 
  • Experience with performance metrics design, KPI tracking, and benchmark analysis.
  • Strong understanding of federal small business programs, acquisition processes, and industrial base data.
  • Experience performing trend analysis, forecasting, and statistical evaluation methods.
  • Knowledge of data-driven decision support systems and reporting automation.
  • Technical writing and documentation skills, including development of analytical reports and executive summaries.
  • Excellent communication and presentation skills for both technical and executive audiences.
  • Proactive mindset with sound judgment and critical thinking.
  • Effective collaboration in multidisciplinary and matrixed environments.
  • Ability to manage competing priorities and meet deadlines under minimal supervision.
  • Must be well-organized and can work rapidly in an emergency environment and adapt to evolving data and stakeholder needs.
  • Ability to communicate effectively both orally and in writing with a wide range of individuals at all levels of management.
