SUMMARY OF POSITION
Supports the administrative, technical, and operational activities of the City's Emergency Management Program. This position is responsible for coordinating assignments with other departments, divisions, external agencies, and the general public. This position performs ongoing analysis and enhancement of operational planning, training, and exercises, and provides oversight of the Community Emergency Response Team.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Serves in a leadership role for implementation and sustainment of the McKinney Emergency Management program through a complex network of people, agencies, and communities.
- Maintains the City's Emergency Operations Center, including its equipment and technology, in a state of operational readiness in the event of a major incident that affects the City and/or requires the activation and operation of the Emergency Operations Center; assists with the set-up and operation of the City's Mobile Incident Command Post during special events within the City.
- Coordinates and functions within the Incident Command System during emergency and non-emergency incidents including but not limited to major emergencies, disasters, training exercises, and special events.
- Serves as the emergency management Duty Officer on a rotational basis and monitors, evaluates, and recommends emergency preparedness related actions and precautions related to current hazard or threat; supports incidents involving multiple departments and agencies and high-profile public safety events.
- Acts as incident management software administrator responsible for operational readiness; coordinates the use of software during an incident with internal and external partners and sustains user capabilities.
- Works in conjunction with departmental and GIS personnel to update and maintain maps, lists, and data.
- Develops and conducts training and exercises for internal and external personnel related to the Emergency Management Plan and Emergency Operations Center; facilitates After Action Report / Improvement Plan process to provide feedback to participating entities regarding performance of exercise objectives.
- Provides public relations and education services related to preparedness for, response to, and recovery from disaster incidents.
- Coordinates the location, maintenance, and operational readiness of the City's Outdoor Warning Siren System, including oversight of upgrades, expansion projects, and preventive maintenance checks. Works closely with Public Safety Dispatch Communication Center personnel to ensure that required standards are met.
- Recruits, trains, supervises, and sustains the City's Community Emergency Response Team (CERT) and activities; serves as liaison to business and school CERT programs.
- Maintains effective working relationships with local, regional, state and federal partners.
- Maintains a thorough understanding of local, county, regional, state, federal, private, and non-profit agencies and demonstrates an ability to apply regulation, standards, procedures, priorities and strategies to local situations within McKinney. Agencies include but are not limited to Texas Division of Emergency Management, Texas Environmental Quality Commission, United States Department of Homeland Security, Federal Emergency Management Agency, American Red Cross, Salvation Army and others.
- Acts as liaison to entities responsible for damage assessment and debris management; fosters and sustains pre-disaster contracts.
- Maintains current and historical records including but not limited to grant related records, incident documentation, meeting minutes, plans, and correspondence.
- Assists with writing, submitting, obtaining and maintaining documentation and records of approval for the City's Emergency Management Plan in accordance with state and national standards.
- Develops and maintains an inventory of all Emergency Management equipment and resources purchased, distributed, and replaced.
- Acts as liaison to facilitate coordination with various departments, divisions, local, state, regional and federal agencies; or community groups on a regular basis.
- Researches, writes, coordinates, and assists with the application and management of grant opportunities from local, state, federal, and private sources.
- Develops, administers, and submits routine and annual quarterly reports, audits, expenditures, contracts and service agreements related to grant assistance as required by local, state, and federal entities.
- Develops and maintains a library related to emergency management including current state and federal documents listing regulations, statutes, procedures and guidelines; local and regional resources; and internal and external plans relating to response and recovery initiatives.
OTHER JOB FUNCTIONS:
- May represent the City of McKinney at local, state, regional, and federal emergency management meetings, conferences, seminars, and trainings.
- Assists with non-hazardous activities of the fire department to help meet high demands for service, special projects, or short-term personnel shortages.
- Assist with public safety education activities during peak times such as Fire Prevention Week, Public Safety Christmas activities, etc.
- Provides support and logistical functions during extended emergency incidents.
- Assists co-workers and city employees with special projects as needed.
- Perform other duties as assigned or directed.

- Skill to perform simple movements requiring moderate coordination, such as those required to operate office equipment or computer equipment.
- Skill to operate a variety of computer hardware and software such as personal computers, scanners, modems, printers, word processing, relational databases, spreadsheets, and GIS software; requires the ability to extract, analyze, and correlate data obtained from computer programs.
- Ability to communicate in a clear and concise oral and written manner.
- Ability to exercise judgment, decisiveness, and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

Minimum Qualifications
Bachelor's degree in Emergency Management AND a minimum of four (4) years of experience working in an emergency management position within the last six (6) years.
OR
Bachelor's degree in Public Administration, Fire Service Management, Criminal Justice or related field AND five (5) years of experience working in the field of emergency management within the last seven (7) years.
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.
PREFERRED QUALIFICATIONS
- Certified Emergency Manager (CEM) designation from the International Association of Emergency Managers.
- Previous experience in Emergency Operations Center (EOC) sustainment, maintenance of equipment, and operations.
- Previous experience using WebEOC or equivalent incident management software.
- Previous experience expanding and maintaining an Outdoor Warning Siren System.
- Community Emergency Response Team (CERT) Instructor and Program Manager Certifications.
- Previous experience in grant writing and management.
CONDITIONS OF EMPLOYMENT
- Must pass a drug screen and background check.
- Must have Class C Texas Driver's License or the ability to obtain one within thirty (30) days of employment.
Other Qualifications
Tasks require the ability to exert very moderate physical effort. Typically involves some combination of climbing, balancing, stooping, kneeling, crouching and crawling. May involve lifting, carrying, pushing/pulling of moderately heavy items weighing 20-50 pounds and/or the operation of an automobile or light equipment. Some tasks require visual, depth, odor color, sound perception, and discrimination and oral communications ability.
WORK ENVIRONMENT
Tasks may risk exposure to extreme heat/cold, extreme weather conditions, strong odors, smoke and/or toxic chemicals.
