Summary:

Provide overall program management for large clients, groups of clients, contracts, or offices. Program management will include business development and the profitable delivery of quality services within the program.  Personal initiative and critical thinking skills will be essential to complete job duties with minimal guidance. Assignments are deadline driven, so candidates must be able to set priorities, take ownership of program goals, work efficiently, and provide a consistent level of high quality in a high-pressure environment. The ideal candidate will be able to demonstrate innovation, excellent communication skills, and a high level of customer service. 

The salary range for this position is $96,347-$175,542, please note this is a tiered position.

Essential Duties and Responsibilities: (including but not limited to)

  • Develop an overall program roadmap to guide planning at the client, contract, and/or office level.
  • Review and approve detailed project/component-level plans.
  • Develop and define acceptance criteria for all program/project phases/key deliverables.
  • Ensure the program stays aligned with the strategic goals and delivers the planned/stated benefits.
  • Close monitoring of critical milestones and deliverables.
  • Develop a program organization structure that ensures alignment of all program components towards collaborative execution and clearly defines the roles and responsibilities of the program team.
  • Collaborate with various groups within Ahtna and multiple client organizations.
  • Identification analysis of all program risks and prepare for a risk response plan.
  • Proactive communication of risks to concerned stakeholders.
  • Identify and ensure the resolution of all program-level issues.
  • Manage all communications between internal stakeholders, clients, and third parties.
  • Ensure preparation of various status and progress reports with metrics for various stakeholders.
  • Align all the program components and groups to ensure program success
  • Create a high-performance team environment where diversity is valued, and people are treated with respect and dignity
  • Mentor project managers and junior staff
  • Ensure compliance with all quality, regulatory, and security processes
  • Provides direct support by generating leads and providing technical support for proposal development
  • Desire and drive to develop and grow an expanding - services portfolio
  • Preparing and reviewing proposals per RFP and bid documents including estimating and bid reviews.
  • Authoring and/or reviewing contract deliverables including, but not limited to, work plans, safety plans, sampling and analysis plans, and reports
  • Support field staff as necessary
  • Apply innovative and effective management techniques to maximize employee performance.
  • Other duties as assigned by management

 

Level Specific Responsibilities: (may include but not limited to)

Level - I

  • Provide operational assistance to directors including staff supervision, recruiting, technical development, and business development planning
  • Manage business development for a smaller client and/or by identifying opportunities and leading proposal efforts to new secure work
  • Manage the delivery of services for client and/or contract by coordinating labor and adhering to client/contract expectations and requirements
  • Manage revenue and profit for the program towards annual targets
  • Technical and Business Development Mentoring

 

Level - II

  • Provide operational assistance to directors including staff supervision, recruiting, technical development, and business development planning
  • Manage business development for a medium-sized client/contract, multiple smaller clients/contracts, and/or offices by identifying opportunities and leading proposal efforts to new secure work
  • Manage the delivery of services for the client(s), contract(s), and/or offices by coordinating labor adhering to client/contract expectations and requirements
  • Manage revenue and profit for the program towards annual targets
  • Technical and Business Development Mentoring

 

Level - Senior

  • Provide operational assistance to directors including staff supervision, recruiting, technical development, and business development planning
  • Manage business development for medium and large-sized client/contracts, multiple smaller clients/contracts, and/or offices by identifying opportunities and leading proposal efforts to secure new work
  • Manage the delivery of services for the client(s), contract(s), and/or offices by coordinating labor adhering to client/contract expectations and requirements, including directly managing complex projects as part of the delivery team for Joint Ventures
  • Manage revenue and profit for the program towards annual targets Technical and Business Development Mentoring

 

Minimum Qualifications:

All levels:

  • Bachelor’s Degree in Engineering, Construction Management, or Physical/Environmental Sciences
    • Experience may be substituted for the degree requirement on a 1:1 basis
  • Valid Driver’s License with a clean driving record, able to drive a company vehicle
  • US Citizen
  • Experience with Federal and State contracting
  • Ability to pass background checks by various Federal Agencies (e.g., DOD, DHS, FAA, etc.) to obtain security access badges
  • Strong knowledge of Microsoft Office Suite including Word, Excel, PowerPoint, and Outlook
  • Adept at explaining technical aspects of fieldwork to internal and external clients verbally and in writing

 

  Level - I

  • Three (3) to five (5) years of project management experience including zero (0) to three (3) years of direct program management experience. Specialized training, professional registration/certification, and/or advanced degree may be substituted for work experience.

 

Level – II

  • Five (5) to seven (7) years of project management experience including three (3) to five (5) years of direct program management experience. Specialized training, professional registration/certification, and/or advanced degree may be substituted for work experience.

 

Level - Senior

  • Eight (8) years of project management experience including five (5) years of direct program management experience. Specialized training, professional registration/certification, and/or advanced degree may be substituted for work experience.
  • Experience with complex remedial investigations and feasibility studies, risk assessments, regulatory analyses, and site remediation projects for the Federal Government under both RCRA and CERCLA
  • Experience developing schedules and Deliverables for complex environmental scopes

 

Preferred Qualifications:

  • Proficiency in Microsoft Project, or similar scheduling software
  • Professional Registration such as PE, PG, or PMP
  • Master’s Degree in Environmental Sciences
  • Experience and knowledge of Alaska Native cultures
  • Experience in managing complex federal contracts and clients
  • Fixed price and performance-based contracting experience for Federal site investigation and remediation, decontamination and decommissioning, and construction projects
  • Success developing Federal IDIQ and Task Order proposals and estimates
  • Experience with complex waste management and site operations for nuclear legacy and HTRW sites

Working Environment:

  • Generally, indoors. While outdoors may be subject to construction site conditions, confined spaces, changes in temperature, weather conditions, and noise levels.

 

Physical Demands (including but not limited to):

  • Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place.
  • While in the field reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing - -. Occasional lifting of up to 50 pounds such as small electrical components, equipment, and other materials
  • Work requires computer usage with strength, dexterity, coordination, and visual acuity to use a keyboard and video display terminal and other office equipment.
