The King County Veterans Program (KCVP) seeks an experienced and visionary Program Operations Manager to lead multi-site service operations for veterans and their families. This new role will provide strategic and operational oversight of site management, case management practices, and staffing at our Tukwila and Northgate locations, ensuring consistent, high-quality service delivery that reflects the County’s commitment to equity, performance, and community-centered care.

The Program Operations Manager will supervise site leadership (including the Assistant Site Manager) and provide guidance to staff managing client caseloads. This position drives systems improvements across infrastructure, staffing, and service delivery while supporting staff in case consultation, crisis response, and complex service decision-making. It is ideal for a candidate who thrives in complex, fast-paced environments and brings deep knowledge of human services operations, case management, veteran systems, and team leadership.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday through Friday, 8:00 a.m. - 5:00 p.m., with some flexibility required for off-site travel or emergency response.

MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location(s) are TUKWILA at 645 Andover Park West, Tukwila, WA 98188.  and the NorthGate Exec Tower II at 9725 3rd Ave NE, Suite 300, Seattle, WA 98115.  


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Position Duties


  • Oversee daily site operations and staff management across Tukwila and Northgate KCVP offices, ensuring seamless delivery of services to veterans and their families.
  • Directly supervise the Assistant Site Manager and other designated staff, providing ongoing coaching, support, and performance evaluations.
  • Provide supervisory and consultative support to staff carrying caseloads, including guidance on case management best practices, crisis intervention, and equity-informed service delivery.
  • Design and manage cross-site workflows, operating protocols, and service coordination to support consistent client experience and adherence to program standards.
  • Develop and implement operational strategies that align with the goals of the Adult Services Division (ASD) and the Veterans, Seniors and Human Services Levy (VSHSL).
  • Serve as the primary liaison with internal partners (e.g., Fiscal, Facilities, Contracts, HR) and external collaborators (e.g., VA, community providers, WDVA).
  • Represent KCVP in high-stakes discussions involving levy-funded services, performance data, and community accountability, including engagement with elected officials and media as needed.
  • Support staff development through training and coaching in case management best practices and trauma-informed care.
  • Oversee site safety, accessibility, technology, and logistical planning in collaboration with county facilities and emergency preparedness teams.
  • Monitor operational performance and implement continuous quality improvement plans, including data tracking, equity-informed assessments, and customer feedback loops.
  • Provide operational expertise to inform budget planning, staffing plans, and resource allocations.

Minimum Qualifications

  • Bachelor's degree in public administration, human services, business, or related field, or equivalent combination of education and operational management experience.
  • At least 6 years of progressively responsible experience managing multi-site operations, including 3+ years supervising supervisors or team leads.
  • Demonstrated knowledge of case management models, service coordination frameworks, and staff supervision approaches.
  • Proven ability to lead enterprise-level initiatives that span departments, contracts, and community-based partners.
  • Experience with budget management, service system coordination, risk mitigation, and quality improvement in a public or nonprofit setting.
  • Strong interpersonal skills and a demonstrated ability to lead high-performing, mission-driven teams through change.
  • Experience engaging veteran culture and the network of local, state, and federal veteran service systems.
  • Proficiency in Microsoft Office Suite and/or collaborative project platforms (e.g., SharePoint, Teams, Smartsheet).


Desired Experience, Qualifications, Knowledge, Skills

  • Direct experience working with King County systems or similar county-level public human services programs.
  • Experience with Veterans Services programming, levy-funded programs, or equity-focused implementation strategies.
  • Training or certification in clinical supervision, case management best practices, or trauma-informed care.
