This role is a member of the Banking Operations division responsible for key operational systems and data within the Product Operations & Delivery department. Reinforces and represents the FHLB value proposition by ensuring the Bank’s products perform in a manner that increases the inherent business value of its Members. This position requires an employee to be a subject matter expert in FHLB Dallas’ advances, letters of credit, and capital stock, and have a broad understanding of data, reporting, compliance, SQL and automation tools.
PRIMARY RESPONSIBILITIES:
- Responsible for Product Operations & Delivery related systems within the Bank including software specifications, report layouts, functional acceptance testing, system accuracy and new program implementations related to the software. This includes advances systems (Advances.net and Calypso), Cibar letter of credit system, Cappy capital stock system – and any ancillary touchpoints such as these transactions on cash management and member profile.
- Designs, tests and troubleshooting systems; work on projects surrounding the areas of expertise; attend meetings on behalf of Product Operations management; and lead projects for the department. This includes documenting project and system requirements, attending project meetings, taking notes, creating any required test scripts; performing development, quality assurance, and user acceptance testing; and providing reporting to management.
- Effectively participates in cross-functional teams and projects, understanding the different contributions from other disciplines and working with project members from across the organization to achieve desired business outcomes.
- Serves as an escalation point for troubleshooting system issues while demonstrating problem ownership and diligence in resolving problems in a timely manner.
- Responsible for reports/reconciliations tied to Product Operations & Delivery processes, including management reporting. Assist in ensuring full compliance with the Bank’s end user computing policy, department internal controls and procedures, Sarbanes-Oxley Act certification, Bank policies, and Federal Housing Finance Agency regulations. Responsible for writing and troubleshooting new and existing SQL queries and SSRS reports, as well as utilizing Power Automate and other available tools to automate processes within the department.
- Assists in training new team members. Attends and sometimes leads departmental and Bank cross-training to enhance staff and personal skill building. Fulfills additional department requirements such as participation in transaction processing.
JOB REQUIREMENTS:
- Bachelor’s or graduate degree in finance, business or related field or equivalent work experience of 7-10 years in the banking industry.
- Analytical skills include the ability to solve problems and resolve conflicts, and to help others do so. Intermediate Excel Skills, including the ability to work with multiple worksheets, filter data, use integrated functions, and manipulate databases.
- Understands SQL code and ability to write and troubleshoot new and existing SQL queries working with a star-schema data warehouse, familiar with database navigating, reading tables and views.
- Experience with automation testing tools such as Selenium, testing integrated financial systems, and writing testing procedures.
- Financial skills include a solid understanding of the Bank’s product operations and how members utilize the products.
- Understanding and working knowledge of FHLBank System.
- Excellent speaking, listening, telephone and written communication skills; able to display a high level of professionalism, patience and positivity in all interactions; thorough knowledge of PC based applications.
- A structured and organized team player with the ability to work collaboratively with those in various positions, multitask, cross-train co-workers. The ability to be flexible while working in a high-energy environment on complex tasks under deadline pressure.

Work is performed in a temperature-controlled office environment requiring little physical exertion. The noise level in the work environment is low to moderate. Mental concentration, attention to detail and computer use for extended periods of time is required. Completion of complex tasks under deadline pressure may be required. This position may, on occasion, also require evening and weekend work based on business needs. Interruptions may occur.
