QUALIFICATIONS
- High School Diploma or equivalent USCG MODU OIM License, Unrestricted, Surface Units Underway or Surface Units on Location. Working towards Unrestricted License Strong technical background in all aspects of drilling operations and support equipment
- Excellent leadership, communication and management skills
- Proficient computer skills in office software and company proprietary software
- Experienced in marine environmental and hazardous material regulations and procedures
- Experienced in offshore marine operations, industrial environment, and drilling operations
- Ability to handle multiple tasks on a daily basis and to follow-up on all tasking to completion
- Ability to claim and accept ownership of rig equipment and processes, and to provide appropriate leadership when called upon
- Excellent customer service skills to deal with all manner, and type, of customers
- Completed all training requirements for Assistant Rig Manager
ESSENTIAL FUNCTIONS
- Directly represents Noble Drilling on board the unit and is responsible for the overall operation, management, and safety of the unit offshore.
- Ensure that all operations proceed in a safe manner, and is responsible for correcting or notifying responsible parties of any unsafe acts and/or conditions which exist.
- Supervise and monitor rig positioning and anchor mooring or preloading and leg penetration during rig movement and placement.
- Plan and supervise rig activities such as repairs, daily maintenance of drilling fluids, rigging up or down, etc. Ensures all activities are coordinated with a minimal loss of time or effort.
- Coordinate with designated supervisors concerning all evolutions affecting the vessel ballast and loading.
- Order needed rig supplies, parts and materials, anticipating and requisitioning each needed item ensuring items are on hand when needed.
- Make decisions regarding utilization of equipment, making sure the rig and support equipment is used properly and not endangered or damaged unnecessarily.
- Conduct daily brief with the Rig Manager to up-date on current drilling operations and any support necessary from the marine department for ongoing operations.
- Support and carry out orders from the Rig Manager during adverse weather conditions or situations where vessel and personnel safety are involved.
- Conduct daily operations meeting with Rig Manager, Barge Marine Supervisor, Barge Engineer, Drillers, Crane Operators, and other key personnel to plan, execute, and monitor major daily evolutions ensuring safe and efficient operations.
- Attend and actively participate in pre-tour, post-tour, special operations, and weekly safety meetings.
- Communicate regularly with the Operator’s on site representative, assuring that each party’s priorities and plans are clearly communicated and understood. Efforts should be made to continually promote good relations with the client organization.
- Complete all required paperwork in an accurate and timely manner, maintaining an up-to-date file system and an orderly office.
- Take all necessary actions to control drilling rig costs, maintaining each category at or below budgeted levels whenever possible.
- Communicate with Rig Manager all matters of special significance.
- Ensure that the condition of the rig is maintained and that all rig performance factors are optimized.
- Maintain records as required by Noble, the government, and the Operator.
- Responsible for compliance with all government regulations.
- Ensure that no pollution exists from the rig, but if such a condition exists then it is to be reported following Noble’s procedures.
- Ensure that all personnel have completed the orientation process and be familiar with all company safety policies and procedures as outlined in the safety handbook.
- Safely and efficiently perform all duties assigned by Noble during all operations.
- Ensure the rig is kept clean and that all equipment is in its proper place.
- Actively support Noble’s policy of personnel development. Personnel at all levels should be continually encouraged to improve their job skills, working toward the capability of accepting greater responsibility. Train and develop subordinate personnel through continuous hands on training or other training as deemed necessary by Noble Drilling.
- Write and/or approve weekly report in cooperation with the Rig Manager on present drilling operations, equipment status, material status, and supplies.
- Oversee the rig preventative maintenance program and coordinate maintenance between operations, engineering, and marine departments.
- Commands the vessel under direction of the Rig Manager, and takes whatever decisive action is necessary to ensure the safety and discipline of the personnel as well as the overall safety of the unit.
- Directs and/or witnesses the pretension tests of the anchors and/or tank preload tests at each well location or the pre-testing/pre-checks of the DP systems and thrusters.
- Ensures that the integrity and stability of the vessel is being maintained at all times and takes action if necessary to relocate and/or reposition the vessel during periods of adverse weather or hostile environment situations to prevent any harm to personnel or damage to the vessel.
- Ensures organization of, oversees and/or approves the overall maintenance, inspection, and certification programs that the rig maintenance crew has scheduled for the vessel’s hull and marine related equipment/machinery.
- Oversees catering staff ensuring proper hygiene is practiced with respect to the quality, storage and preparation of food, cleanliness of the kitchen and accommodation, hospital upkeep and medical care, suitable drinking water including suitable laundry facilities to maintain clean linen and towels.
- The Assistant Rig Manager reports to the Rig Manager in reviewing and discussing the client’s projected well program before operations commence and throughout the well as necessary to stay abreast of pertinent operational activities and time factors. Ensures that the optimum quantity of fuel, lubricants, potable water, etc., will be on board at all times.
- Prepares, organizes, evaluates, and/or approves periodical status reports as well as evaluations and assessments for personnel (including trainees) and makes recommendations as appropriate.
- Ensures that all personnel on board the vessel have been informed and are familiar with the safety precautions, procedures, and drills established by Noble and/or the client and that the vessel has the required quantity and quality of safety equipment on board at all times.
- Recommends action in case of personnel or equipment problems having an adverse effect on the operational or safety aspects of the unit.
- Carries out various administrative functions such as making daily entries in logbooks, reviewing and approving routine lists of provisions, management reports and maintaining current accounts ledger.
- Prior to arrival, become familiar with each new shorebased local labor and/or union situation, hospital and medical facilities, health requirements or hazards, food and fuel availability, general politics, social customs, local laws, customs / immigration regulations, etc., etc., and ensures that all personnel assigned to the vessel are advised of pertinent information
- Ensures that any spillage having a harmful effect on the environment will be avoided and cleaned up.
- Assist in preparing annual operating budget for the vessel.
