MAJOR FUNCTION
Supervisory and technical work as Regional Water Production Supervisor. Directs daily operations of regional water facilities while directing operations staff engaged in the operation and maintenance of water facilities of assigned Region.

ILLUSTRATIVE DUTIES

Assist Utilities Manager by supervising regional water plant staff engaged in the operation and maintenance of the water production facilities in the Region.  Ensure water plants and facilities are operating in compliance with established regulatory requirements at all times.  Responsible for monitoring, detecting, reporting and ensuring corrective measures are taken for equipment malfunctions.  Ensures all operational and personnel problems are resolved using established procedures.  Ensures all appropriate operational and maintenance procedures are followed at the Regional Water Production Facilities.

Makes routine inspections and visits to facilities within the regional responsibility.  Monitors, samples and conducts routine tests for process control of water production facilities.  Ensures equipment maintenance is performed and operational controls are adjusted as required for water plants.  Ensures assigned operators comply with all Federal, State and Local rules and regulations. Ensures assigned personnel maintain plants and grounds as required.  Performs administrative duties that include writing personnel evaluations, completing records, reports and related forms as required. Performs duties of a Water Plant Operator when required.  Assists other Regions when personnel shortages occur.

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of all federal, state and local rules and regulations governing the operations and maintenance of water treatment facilities.  Knowledge of the occupational and public health safety measures and precautions involved in water treatment operations.  Knowledge of corrosion control for drinking water, lime softening, water softening, sequestering, sedimentation, chemical treatment, etc.  Knowledge of the methods, materials, equipment and practices used in the operations of water treatment facilities and systems.

Knowledge of the operations and mechanics, including the techniques and proper repair methods of equipment and apparatus used in water treatment. Ability to observe and recognize actual or potential plant and system operation, maintenance, and emergency decisions.

Ability to read meters, charts and graphs accurately and maintain operation records and forms.  Sufficient physical strength and agility to perform a variety of labor tasks in all weather conditions including lifting and/or interacting with job related appurtenances and equipment which might weigh in excess of seventy-five (75) pounds. Ability to see colors.  Ability to perform tasks that require eye and hand coordination.  Ability to see, ambulate independently, drive, bend, stoop, sit and stand. Ability to assign, lay out and oversee the work of water plant operators, trainees, and other assigned workers.

MINIMUM QUALIFICATIONS

Graduate of an accredited high school or possess an acceptable equivalency diploma.  A minimum of five (5) years water plant operations and maintenance experience with one (1) year in a supervisory position.  Must possess a Class A Water Treatment Plant Operator license as issued by the Florida Department of Environmental Protection.

Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification.

A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the required licenses.

SPECIAL REQUIREMENTS

Must have home telephone at the time of employment as employee is subject to standby and/or call out for emergencies.  Employee will assist with supervision and participation in any necessary emergency work.

This position shall be required to report for work when a declaration of emergency has been declared in Polk County.
