LIEUTENANT SALARY
QCPD will offer pay rates commensurate with years of sworn service as a Police Lieutenant or above:
- Step 1: $70.51/hour ($146,662/year)
- Step 2: $74.03/hour ($153,995/year)
- Step 3: $77.73/hour ($161,695/year)
- Step 4: $81.62/hour ($169,779/year)
HIRING BONUS
All hiring bonuses are listed as the net-pay you will receive.
- Lateral Lieutenant incentive pay is $15,500 payable as follows:
- $3,000 after hire date.
- $2,500 after successful completion of Field Training.
- $5,000 after successful completion of your probation.
- $2,500 after the successful completion of 1 year (after probation)
- $2,500 after the successful completion of 2 years (after probation)
EDUCATION BONUS
All educational bonuses are listed as the net-pay you will receive.
- The degree must be from an accredited college or university with major course work in criminal justice studies, social sciences, business management, leadership, forensic science, psychology, or other degree related to the core functions of your position.
- The degree must be earned/awarded prior to your hire date. If you earn a degree following your hire date, you may qualify for a different educational incentive provided by the Town. More information will be provided during your initial orientation.
- If you have earned multiple degrees, you will receive the incentive specified for the highest degree earned/presented.
- The incentive will be paid after successful completion of your probation.
- Associate Degree: $500
- Bachelor Degree: $1,000
- Masters (or higher): $1,500
All moving expenses are listed as the net-pay you will receive.
If a police department employee moves to within 30 miles of the Town borders after receiving a final offer of employment, that individual may be eligible for a one-time payment of potential expenses.*
- Guidelines for this payment are as follows:
- In-state (Arizona) move under 90 miles: $250
- In-state (Arizona) move over 90 miles: $500
- Out-of-state move: $3,000
*The costs/expenses incurred must be between the date a FINAL offer of employment letter is received and one year from date of hire. Any exceptions must be authorized by the Chief of Police.
PAID VACATION TIME & SICK TIME
- For the lateral lieutenant, at the time of hire you will receive a one-time addition of 80 hours of vacation time and 80 hours of sick time.
- Vacation accrual rates will be adjusted based on prior full years of (sworn) service.
TRAVEL REIMBURSEMENT
- We will reimburse travel costs related to testing activities that occur after you have received a conditional offer.

ADDITIONAL COMPENSATION
- Employees in this position may receive a taxable stipend for hours worked in excess of their standard weekly schedule.
- Shift Differential Pay
- Swing Shift: $1.00 per hour
- Graveyard shift: $1.25 per hour

JOB CLASSIFICATION SUMMARY
Positions assigned to this class are responsible for providing leadership, direction, and coordination of essential law enforcement services and supervision of designated personnel. These assignments may include but are not limited to all patrol related functions, crisis management, incident command, criminal investigations, community outreach, internal oversight, finance/budget administration, inventory control, threat mitigation, and special event planning.
DISTINGUISHING CHARACTERISTICS
This is a first level management classification in the sworn police job family responsible for performing first level management over an assigned group within the police department.
Position Duties
ESSENTIAL DUTIES
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.
- Assigns, supervises, evaluates, inspects, and coordinates the activities of a section/division of the Police Department.
- Supervises employees and coordinates personnel-related activities to include, but not limited to training; approving work schedules; recommending or approving personnel actions; coaching, counseling, and mentoring; establishing performance goals; conducting performance evaluations; monitoring workplace safety; and managing and prioritizing operational activities.
- Ensures staffing coverage for assigned shifts and the deployment of employees into appropriate areas.
- Serves as the section/division cost center manager performing duties such as planning, tracking, monitoring, reporting, and overall budget preparation.
- Plans duty schedules, shift rotations, and shift bids.
- Keeps subordinates informed of new laws, department policies and procedures; ensures compliance with all Town, state, and federal laws regarding law enforcement and an adherence to all departmental rules, procedures and guidelines.
- Conducts administrative duties including grant preparation, policy writing, team meetings, training, and inspections.
- Responds to and manages emergency/crisis situations.
- Assists and directs subordinates with calls for service, ongoing investigations, and other related activity.
- Develops, reviews, and manages data, records, and reports related to section/division investigations, activities, and performance.
- Administers and manages special projects.
- Develops, manages and evaluates department programs.
- Provides appropriate notifications for critical incidents or other designated situations.
- Represents the police department and serves as a liaison with other Town departments, externally agencies, community leaders, businesses, and other stakeholders.
- Participates in community events and meetings.
- Responds to questions, provides information, resolves complaints, and promotes positive public and community relations.
- Performs and supervises internal investigations and critical incident reviews.
- Performs related work as assigned.
Minimum Qualifications
MINIMUM QUALIFICATIONS (at job entry)
Education and Experience:
Bachelor’s Degree and 7 years of sworn law enforcement experience, including 3 years of supervisory/management experience as a sworn Sergeant or above; or an equivalent combination of directly related education and experience.
Internal candidates must have successfully passed the one-year probationary period with the Town of Queen Creek Police Department.
LICENSING/CERTIFICATION REQUIREMENTS
- Driver's License;
- Must be certified as an Arizona Police Officer within three months of hire and continue to maintain Arizona Peace Officer’s and Standard Training (AZ POST) standards;
- Maintain all certifications/licenses required at job entry.
Special Requirements:
- This position has been identified as a safety-sensitive position by Human Resources, per State and/or Federal Law. Upon conditional offer of employment, the candidate selected will be required to undergo testing for alcohol and controlled substances within twenty-four (24) hours of the offer.
