DESCRIPTION OF WORK:
The North Carolina Senate is seeking a highly qualified Research Assistant to work in the office of Senator Ralph Hise, Deputy Senate President Pro Tempore and Co-Chair of the Senate Appropriations/Base Budget Committee. Under general supervision, the Research Assistant will conduct policy and legal research for the Senate Appropriations Co-Chair, applicable Senate policy committees, and for other members as assigned by Sen. Hise. This position requires performing with a high level of accuracy and completeness, with strict attention to content and methods. The Research Assistant works under the overall direction of the Senate Appropriations Co-Chair, Sen. Hise.
Examples of Duties:
- Performs legal and policy research using various sources such as Westlaw, Lexis-Nexis, and Legisnet, bill status, statutory retrieval, and library sources.
- Assists other members and leadership staff in organizing, preparing, and presenting information for legislators and committees.
- May draft simple bills, resolutions, and amendments for the Senate Appropriations Chair.
- Works closely with staff attorneys to research and draft legislation.
- May respond to information and reference questions from legislators, legislative staff, and the public on behalf of Sen. Hise.
- Reviews, proofreads, and edits legislative documents.
- Performs other duties as assigned with a high degree of skill, attention to detail, and independence.
KNOWLEDGE, SKILLS, AND ABILITIES/COMPETENCIES:
- Ability to present information clearly and concisely, both orally and in writing.
- Practical knowledge of the elements of reference and policy research.
- Proficiency with all Microsoft Office applications, research software, and Adobe Acrobat DC.
- Ability to maintain composure and work cooperatively under pressure with legislators, legislative staff, and the public on a daily basis.
- Ability to work independently, organize and analyze materials, and prioritize tasks.
- Ability to maintain confidentiality and to handle politically sensitive work.
- Ability to work objectively and impartially both with respect to members of both political parties and with respect to issues of state.
- Willingness and ability to work extended schedules.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Required Education and Experience:
- Requires a bachelor's degree and one year of research experience; or,
- Bachelor's degree and a paralegal certificate; or,
- Any similar combination of the above education and experience.
