THE POSITION
Command and Control
• Support implementation of the tournament’s C4 concept across the Safety & Security Operations Center (SSOC), Tournament Operations Center (TOC), and associated coordination structures.
• Help refine escalation protocols, decision-making processes, and coordination frameworks for incident management.
• Assist in setting up and running the SSOC, including staffing, workflows, and documentation.
• Serve as a process coordinator or watch officer in the SSOC or TOC, maintaining real-time logging, monitoring, and communication discipline.
Communications
• Maintain and test communication systems, ensuring consistent protocols between the SSOC, TOC, SOCs, and field teams.
• Develop and maintain communication procedures, contact lists, and logs, supporting timely escalation and accurate documentation.
• Monitor radio and other communication tools for reliability and performance.
• Identify and resolve communication gaps or technical issues that affect operations.
Coordination
• Facilitate coordination between the SSOC, TOC, Host Cities, and other partners to maintain consistent information flow and decision-making.
• Support collaboration with the International Police Cooperation Center (IPCC) to align operational information, law enforcement coordination, and incident support.
• Maintain shared situational awareness among law enforcement, emergency management, and international partners by coordinating timely and accurate reporting.
• Provide additional support for planning meetings and match-day coordination briefings during peak operational periods.
Integration and Technology
• Support the development and implementation of C4 plans and operating models to ensure alignment across all three host countries and venues.
• Test and operate C4 technology systems, including dashboards, tracking tools, and communication platforms.
• Participate in exercises and scenario-based planning to help integrate C4 processes across all functional areas.
• Help design and maintain reporting formats, communication workflows, and dashboards that support a common operating picture.
Compliance and Documentation
• Ensure C4 activities comply with local, state, national, and FIFA’s data protection and ethical standards.
• Maintain structured documentation of coordination activities, communication records, and data validation outputs in line with FIFA data-protection requirements.
• Support logging, situation reports, and post-incident documentation, ensuring accuracy and completeness.
• Compile after-action and legacy reports capturing lessons learned and best practices to improve FIFA’s future C4 and operational readiness frameworks.
YOUR PROFILE
• Minimum five years of experience in major event operations, public safety coordination, security management, or emergency management.
• Strong understanding of C4 and operational coordination concepts within large-scale event or emergency management environments.
• Experience in communications planning, operational workflows, and incident escalation procedures.
• Experience with the National Incident Management System (NIMS) and Incident Command System (ICS).
• Experience supporting control room or command center operations, preferably within law enforcement, emergency response, or event security settings.
• Background in national or international football, or other major international sporting events.
• Proficiency in operational data and coordination platforms, with strong attention to accuracy, structure, and timeliness.
• Excellent organizational, analytical, and communication skills, with the ability to collaborate effectively across diverse teams and adapt to fast-paced environments.
• Willingness to work extended or non-standard hours during tournament operations, including shifts and rotating watch duties.
• High degree of professionalism, discretion, and accountability in handling sensitive operational information.
• Fluent in English; Spanish and/or French proficiency is a plus
• Proficient in MS Office applications (Excel, Word, PowerPoint, Visio, and Project), as well as planning and online collaboration tools.
• Experience with data visualization, common operating picture, and incident management platforms that consolidate operational data, reporting, and situational awareness across functions.
• Experience with geospatial and mapping tools, including GIS-based platforms for visualization and operational planning.
• Familiar with communication and dispatch systems, including radio, VoIP, and other unified communications technologies that enable real-time coordination between command centers and field personnel.
