Job Summary:

Provides necessary leadership and director for the Family Assistance Program. This position will maintain full responsibility for the operations and financial management of the program.

Job Duties:

Maintains financial responsibilities for over ten (10) welfare assistance programs in Family Assistance and any additional grant projects.  Maintains financial and program reporting responsibility, ensuring all reporting deadlines are met internally and externally to federal funding agencies.  Coordinates communications to various federal funding agencies.  Develops, implements, and maintains policies and procedures for programs operated under Family Services and the Family Assistance Program.  Establishes and formulates goals and objectives for all services provided by the Family Assistance Program.  Develops and implements long and short-term plans to manage operational standards based on staffing and budgetary issues.  Provides leadership and direction for subordinate management staff to assure quality customer service, program compliance, and employee productivity.  Coordinates, assigns, and delegates the activities and functions to the appropriate staff to assure efficient and effective program operations for clients and employees.  Represents the department at meetings, conferences, and other internal or external public events.  Identifies areas of program growth for Family Assistance, such as coordinating and contributing to grant applications, pursuing additional funding, and identifying partnering opportunities.  Coordinates overall operations and functioning of shared office locations, along with other Human Services programs management.  Serves as a designee of the Food Distribution Program or Family Services Department in the absence of the Food Distribution Director or Family Services Senior Director.  Implements, along with other program management, any new programming or initiatives as directed by Group leadership.  Other duties may be assigned.

 

SUPERVISORY RESPONSIBILITIES

Directly supervises five (5) to twenty (20) employees in the Human Services Department.  Manages one (1) to five (5) subordinate supervisors. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications:

EDUCATIONAL REQUIREMENT

Bachelor's Degree in Social Work, Education, Sociology, Psychology, Criminal Justice, or Family Sciences; no substitutions.

 

EXPERIENCE REQUIREMENT

An additional six (6) years of experience in a related field.

 

COMPUTER SKILLS

To perform this job successfully, an individual should have knowledge of Accounting software, Database software, Spreadsheet software, and Word Processing software.

 

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating.

The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE).

 

PHYSICAL DEMANDS   

While performing the duties of this job, the employee is regularly required to stand, walk, and sit. The employee is frequently required to use hands to finger, handle, or feel, reach with hands and arms, and talk or hear. The employee is occasionally required to climb or balance, stoop, kneel, crouch, or crawl, and taste or smell.  The employee must occassionally lift and/or move up to 25 pounds. The employee must frequently lift and/or move up to 10 pounds.  Specific vision abilities required by this job include close vision, distant vision, color vision, peripheral vision, depth perception, and ability to correct/adjust focus.

 

WORK ENVIRONMENT  

While performing the duties of this job, the employee is occasionally exposed to work in wet or humid conditions (non-weather) and fumes or airborne particles. The noise level in the work environment is usually moderate.
