- Serve as the Engineering Department’s coordinator on all human resource issues including: coordination with the payroll group of employee promotions, terminations, retirements or reassignments, the development and coordination of annual hiring strategies and assist in the development of the operating and reimbursable headcount, development of position descriptions that ensure accuracy and appropriateness. Manage and coordinate the processing of the Engineering Department’s performance evaluations, assist with salary worksheet review, and support recruitment/interviewing to ensure the best qualified candidates are selected to fill vacancies.
- Manage the coordination of all separating employee documentation and payouts (retirees, terminations, resignations) for all Engineering with, Payroll, Human Resources, LIRR Security and the Business Service Center (BSC). Data archiving for utilization for attrition models and future forecasting.
- Manage Probationary Evaluations for all Engineering department new hires. Oversee the distribution to sub-departments and ensure accurate and timely completion for review and submission to Human Resources.Liaison for LIRR HRBP/MTA HR with the annual Performance Evaluation program to streamline and manage compliance of the Engineering department. Identify and handle transactional maintenance to ensure our department has the proper communications and assistance.
- Manage the Engineering Department’s Absence Control process from the initial report to the disposition and ensure accuracy, consistency and the tracking of progressive discipline. Coordinate employee discipline as it relates to the absence control process. Develop and manage the running, and distribution of various customized reports to communicate results of absence control process such as patterned absence or quarterly reports for employees.
- Manage the implementation and administration of all Corporate and Departmental policies and procedures for the Department.
- Assist with development and provide recommendations for Collective Bargaining strategies; provide accurate Labor Cost guidelines. Serve as a back up Trial Officer for the Engineering Department, which includes the preparation of trial notices.
- Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example. Perform other assignments as requested by Senior Management.
REQUIRED EDUCATION AND EXPERIENCE:
- Must possess a Bachelor’s Degree in Business, Human Resources, or related field. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
- Must possess six years of progressively responsible related administration experience managing and administering activities related to one or more of the following areas; Labor Relations, labor distribution and timekeeping, employee development, developing job descriptions, and/or Absence Control policy.
- Must possess prior experience managing and developing subordinate staff.
- Must possess knowledge of applicable labor agreements (or related experience).
- Must possess skills with working knowledge of company budget, labor relations, and human resource administration, planning (i.e. Absence Control Policy, Employee performance evaluation process or candidate evaluation/selection).
- Must possess strong written, presentation, oral and interpersonal communication skills.
- Must possess strong organization, administrative and management skills with ability to effectively manage multiple tasks simultaneously.
- Must demonstrate strong management skills with ability to manage many diverse activities simultaneously.
- Must possess proficient computers skills.
- Must possess strong analytical skills with demonstrated ability to identify problems and recommend alternative solutions.
- Must possess proven and effective decision-making skills with sound judgment.
- Must possess a strong work ethic, demonstrated professionalism and a high degree of integrity.
- Must be a self-motivated individual with the ability to motivate and influence others in a positive and productive manner to meet department/corporate goals.
- Must possess skills necessary to develop, enhance, and promote diversity in the workplace.
PREFERRED:
- Master’s Degree in Business, Human resources or related field.

- Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
- Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

- LIRR: In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
