Organizational Relationship/Line of Authority:

Directly Responsible to the Superintendent of Schools.

 

Summary:

The Director for Finance and Operations is responsible for providing all financial and accounting oversight for the District in addition to transportation, custodial and cafeteria operations. The Director for Finance and Operations is responsible for interpreting and administering all local, state, and federal statues, rules, policies and administrative directions pertaining to the financial management of all District funds. The Director for Finance and Operations will serve as an integral part of the Superintendent's Leadership Team.  

Job Duties:

  • Assists the Superintendent in providing leadership in developing, achieving, and maintaining the best educational programs and services for the Marlborough Public Schools.
  • Collaborates with the Superintendent to ensure progress towards attainment of the mission and goals of the Marlborough Public Schools.
  • Develops the annual operating budget in collaboration with the Superintendent and the Leadership Team and assists in presenting and communicating details of the budget to the School Committee, city officials, staff, taxpayers, and other constituencies.
  • Monitors the budget and prepares projections and monthly analyses as requested by the Superintendent.
  • Prepares the capital budget in collaboration with the superintendent, Leadership Team, and city-wide department heads.
  • Supervises the preparation of state and federal financial and grant reporting, as required.
  • Conducts multi-year forecasting of revenues, expenses, enrollment projections and other data to assist the school system in achieving its goals and priorities.
  • Supervises the Finance and Operations staff including, the Assistant Director of Finance and Operations, Manager of Finance and Operations, Payroll and Accounts Payable clerks, Food Services Manager, Custodial Supervisor and Transportation Coordinator.
  • Assists the Superintendent in collective bargaining and conducts financial analyses to support the negotiation process.
  • Analyzes the district's personnel and staffing needs and works with the Superintendent, Director of Human Resources, Office of Teaching and Learning, Office of Student Support Services and building to meet needs.
  • Supervises the competitive bid process for the procurement of supplies and services and negotiates vendor contracts, in conjunction with legal counsel, following approval of the School Committee.
  • Administers and Supervises accounts payable, payroll and warrant functions.
  • Manages, monitors and oversees the student transportation, custodial, and food services programs for the district.
  • Works with City-wide IT Director and MPS Technology Team members implementing technology planning and capital expenditures.
  • Attends School Committee meetings and prepares reports and supporting materials as requested by the Superintendent.
  • Acts as Liaison representing the Superintendent and School Committee to City Finance, Legal, Public Works, and Operations departments and department heads.
  • Represents the Superintendent and School Committee on MSBA projects.
  • Represents the Superintendent and School Committee on the City OPEB investment trust committee.
  • Coordinates District equipment for emergency purposes, such as hand radios and cellular phones.
  • Assists all Principals with hiring of custodial staff and evaluation of custodians.
  • Reports out budget, grants and personnel information to the School Committee as required and requested.
  • Perform any other duties as assigned by the Superintendent.

Qualifications:

  • Minimum of five years in an administrative finance position in government, preferably in school finance
  • Bachelor's degree required; Master's Degree preferred
  • Strong background and training in accounting required
  • Current knowledge and understanding of municipal financial analysis.
  • Advanced technology skills and experience with financial software, MUNIS preferred
  • Knowledge of and experience in M.G.L. 30b Procurement procedures; Massachusetts Certified Public Purchasing Official (MCPPO) certification preferred
  • Eligible for licensure as a school business administrator by MA Department of Elementary and Secondary Education (DESE)
  • Demonstrated ability to work collaboratively with school department city personnel, and with community representatives
  • Ability to analyze processes for automation and improvement
  • Ability to effectively manage and oversee staff
  • Must have strong presentation and communication skills
  • Ability to organize and manage projects
