About the Department

Under general supervision of the Operations Manager, this position performs a variety of analytical and professional administrative tasks related to airport operations. The position provides support to the airport operations team and assists with operational tasks.

Position Duties

ESSENTIAL JOB FUNCTIONS
  • Support Operations Manager with developing and interpreting policies and written procedures, recommends process improvements, and assists in preparing operational and procedural manuals.
  • Monitors and evaluates current standards and procedures for effectiveness. 
  • Prepares and creates purchase orders, assists with vendor logs.
  • Assists with grant submissions and documentation.
  • Assists with special events and marketing efforts.
  • Confers with other departments, consultants and tenants and explains airport policies and procedures.  
  • Review, research and process invoices.
  • Manage vendor contracts and research account history. 
  • Assist with ongoing on-airport construction monitoring including ensuring safety standards met and issuing Airport NOTAM’s as needed for cranes, activity in safety areas, pavement closures, etc.
  • Support airfield driver training / access and badging program which includes over 1,000 current badge holders.
  • Assist with the Fuel farm maintenance and inspection to include regular inspections (monthly, quarterly, annual) and maintain files of inspection reports.
  • Approve repair requests as needed for Fixed Base Operators.
  • Manage regulated garbage handling program that includes providing training for staff on Regulated Garbage handling, including procedures for receiving, hauling, sterilizing, and cleaning spills.
  • Provide regular inspection and maintenance of regulated garbage autoclave.
  • Collect and disseminate US Customs user billing information to Finance to ensure proper accounting.
  • Assists in maintaining the airport’s SWPPP & SPCC plans, reporting, training, and environmental requirements. 
  • Lead Airport Special Event Approvals & Coordination
  • Support Airport Operations with emergency response & planning, weather events, inspections, wildlife abatement, and airport policy enforcement.
  • Monitors and compiles reports for the Airport’s Noise Complaint Hotline and assists with additional elements of the airport’s Good Neighbor Initiative.
  • Assist in annual budget preparation cycle and submission for airport operations related accounts. 
  • May be asked to perform additional job duties that are directly, indirectly, or completely unrelated to normal job functions in the course of presenting certain Town special events.
  • Performs related duties as required or assigned.

Minimum Qualifications

QUALIFICATIONS
Education and Experience:

  • Bachelor’s degree in aviation management, business, or related field; AND
  • Three (3) years’ experience in aviation, or administrative support experience; OR 
  • An equivalent combination of education, training, and experience. 
  • AAAE ACE GA certification is preferred within twelve (12) months of appointment. 
Conditions of Employment:
  • Valid Texas Driver’s License.
  • Must be able to obtain Airport Movement Area certification within six months of hire.
  • Clear Criminal Background check and pre-employment drug screen.
Knowledge, Skills, and Abilities: 
  • Knowledge of FAA regulations pertaining to public airport facilities.
  • Knowledge of research techniques, statistical methods and report writing.
  • Per FAA Advisory Circular 150/5210-20, selected candidate must be able to demonstrate a knowledge of the English language.
  • Knowledge of applicable Federal, State, and local laws and regulations.
  • Skill in operating a computer including standard software.
  • Skill in completing accurate and detailed analytical studies and formulating recommendations.
  • Skills in identifying issues and interpreting technical and numerical information.
  • Skill in performing a wide variety of administrative duties with little or minimal supervision.
  • Skill in data collection and work management software.
  • Skill in financial management systems including accounts payable, budgeting and project accounting.
  • Skill in evaluating operations, procedures, and policies. 
  • Skill in construction management or project management. 
  • Skill in administering assigned programmatic responsibilities effectively.
  • Skill in communicating clearly and concisely, both orally and in writing.
  • Skill in preparing clear and concise reports.
  • Skill in working effectively under the pressure of deadlines.
  • Ability to establish and maintain effective working relationships. 
  • Ability to exemplify an enthusiastic, resourceful, and effective customer service attitude.

Other Qualifications

PHYSICAL AND WORK ENVIRONMENT
Work is generally performed indoors but may involve limited exposure to outdoor weather conditions when working out in the airfield observing construction, performing inspections, and other activities, which may require getting out of the vehicle. Tasks can involve the ability to lift, carry heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds). Tasks may require exposure to extreme heat/cold, wildlife, traffic hazards, airfield hazards, and extreme weather conditions.
  
This is an exempt position; incumbent will be expected to work whatever hours are necessary to complete responsibilities.
