DEFINITION

Reporting to the Finance Manager, this position is responsible for performing professional, technical, and analytical accounting and financial work. The Fiscal Analyst provides key support in accounting and financial reporting (approximately 65–70% of time), with additional responsibilities in budget development, revenue oversight, and bank/account reconciliation.

This position performs a variety of tasks including financial analysis, grant and project tracking, report preparation, and assistance with audits and year-end processes. The Fiscal Analyst collaborates closely with City departments to provide accurate financial information, analytical support, and guidance that enable staff to effectively manage their budgets and fiscal operations.

  • Assisting in the development of the City’s annual budget using an innovative budgeting platform
  • Leading the compilation and organization of Citywide grant and project tracking and reporting
  • Participating in year-end close, audit preparation, and ongoing system improvements 

DUTIES & RESPONSIBILITIES

These duties are a representative example; position assignments may vary depending on the business needs of the department and organization.  This position:

  • Coordinates, prepares, oversees and performs professional-level analytic work in such areas as budget review and development, financial administration and reporting, revenue collection and allocation, purchasing, contract administration, management analysis, and program evaluation.
  • Completes journal entries and accounting tasks.
  • Completes various fund accounting and multi-fund accounting tasks.
  • Ensures contractor compliance with agreements and maintains cooperative working relationships.
  • Monitors, analyzes reports, develops plans, makes recommendations, and implements changes concerning State and other governmental laws and regulations.
  • Develops and maintains training materials and provides training to key personnel.
  • Analyzes and reviews financial data to develop forecasts, trends, and recommendations.
  • Collects and interprets statistical and economic data; prepares reports; makes presentations.
  • Conducts internal reviews for compliance with City policies, practices and procedures.
  • Reviews and updates City policies, practices, and procedures to stay current with applicable law.
  • Prepares and submits City Manager and City Council agenda reports, resolutions, ordinances and correspondence regarding assigned activities. 
  • Prepares and/or directs the preparation of a variety of complex analytical, statistical, and narrative reports and correspondence.
  • Serves as a resource for City staff in resolving fiscal and analytical questions and problems.
  • Works with Finance staff to ensure accurate and complete ledger information; balances subsidiary ledger activity reports to the general ledger; assists in resolving cash management, revenue, and banking coordination issues.

QUALIFICATIONS/EXPERIENCE

Knowledge of:

  • Principles and practices of accounting relating to financial management
  • Principles and methods of governmental accounting, financial administration, reporting, and forecasting.
  • Generally accepted accounting practices applicable to local government.
  • Bookkeeping and accounting principles and procedures.
  • Applicable Local, State, and Federal laws.
  • Municipal budget administration.
  • Principles and practices of providing customer service, both to internal and external customers.
  • Budgeting practices and procedures, internal support service requirements and issues.
  • Group dynamics and managing effective meetings.
  • Office procedures and the use of office automation; automated accounting and information systems, including the use of spreadsheet software.
  • General computer applications used in business, such as spreadsheet, data base, word processing software.
  • Current innovations and best practices in governmental revenue management.
  • Principles and practices of public agency purchasing, including competitive bidding procedures, preparation, and evaluation.

Ability to:

  • Work within the City's Enterprise Resource Planning financial system.
  • Interpret and apply City and department policies, procedures, rules, and regulations.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Experience/Education:

  • Graduation from an accredited college or university with a degree equivalent to a Bachelor's Degree with major course work in Accounting, Business Administration, Public Administration, or a closely related field.

Three years of professional experience performing professional accounting, fund accounting, revenue collection, or finance duties. Public sector accounting experience is desirable.
