Water and Navigation Permitting Specialist 1
Location: 22211 US Highway 19 N, Building 10, Clearwater, Florida 33765
Schedule: Monday – Friday, 8:00 am – 5:00 pm
The Pinellas County Public Works Division of Environmental Management is a dedicated group of professionals whose mission is to protect the County’s natural resources through assessment, compliance, outreach, and sound management.
The Division is seeking a Business Support Specialist to join our Water and Navigation team.
The position will perform advanced administrative and technical work in support of the Water and Navigation Section by ensuring service delivery in the intake of dock, dredge and fill permit applications including answering citizen and contractor requests, ensuring record completeness, determining permit/project type and invoicing and receiving fee payments.
Employees in these job classes deal extensively with the public, requiring a high degree of tact and involving continual inter-departmental relations. Strong communication skills, both verbal and written, attention to detail, organizational skills, and multitasking skills are required.
What Would You Do?
Provide superior customer service to property owners and contractors concerning Water and Navigation permits requirements and application status through various media types;
Inputs, verifies and updates permit application data in the Accela permitting database;
Verifies and assesses fees, creates invoices, and collects fees relating to permitting within Water and Navigation;
Processes approved plans for issuance and issues permitted plans once all required fees are collected and associated requirements are met;
Verifies and maintains records of contractors’ licensing and insurance requirements;
Assists management with responding to and completing public records requests;
What Do You Need To Have?
Four (4) years of experience assessing, planning, developing, and conducting programs in the assigned programs or field of responsibility that includes one (1) year of experience as lead worker, trainer, or supervisor; or
An Associate’s degree in business, public administration, finance, information technology, or a related field and two (2) years of experience as described above; or
A Bachelor’s degree and six (6) months of experience in a related field as lead worker, trainer, or supervisor; or
An equivalent combination of education, training and/or experience.
This position is required to work a variety of work schedules including mandatory work periods in special, emergency, and/or disaster situations.
Highly Desirable
Experience with Accela or similar permitting database;
Advanced skills in the use of Microsoft Outlook, Word and Excel as well as Adobe Acrobat Professional for editing or creating documents or forms;
Experience with Microsoft Teams.
Knowledge, Skills and Abilities
Knowledge of the Water and Navigation Regulations and policies;
Knowledge of business English, spelling, and arithmetic standards;
Knowledge of and ability to use Microsoft applications including Outlook, Teams, Excel, Word and PowerPoint;
Knowledge of and ability to use Adobe Acrobat Professional version;
Knowledge of and ability to use database systems;
Knowledge of in-depth departmental processes/programs, personnel functions, practices, policies and procedures;
Knowledge of the principles and practices of cashier functions;
Skill in planning, developing, evaluating, and implementing policies and procedures;
Ability to make decisions in accordance with laws, regulations, or policy and apply these to work problems;
Ability to communicate effectively in verbal, written, graphic and visual form;
