About the Department

Performs responsible planning work in the review and issuance of exempt and minor subdivisions, commercial change of use, commercial upfits, and zoning verification letters. This position provides customer service to process planning applications, provides use feasibility prior to project submittals, and assists customers and the general public with zoning and land development questions. 

Position Duties

An employee in this class provides complex professional level work and assistance to the Planning and Community Development Department in a variety of assignments associated with the land development process.  An employee performs technical work for the Planning and Community Development Department; preparing and maintaining records and files; managing minor and exempt subdivisions; managing commercial site upfits and change of use; responding to inquiries and complaints; providing information on use rules and regulations; processing documents; preparing reports; and assisting the public.  This position requires independent judgment and discretion in the performance of duties.  Work is performed under the general supervision of a professional planner.

Minimum Qualifications

Performs preliminary assessment of land development plan submittals to ensure compliance with minimum submittal requirements.
Reviews and issues complex zoning permits, signage, encroachment, ABC Compliance, and other permits and applications for Planning and Community Development. These are checked for completeness, including approval of structures and development projects requiring detailed engineering documents. Review and interpret less complex blueprints and site plans for completeness and compliance with planning and other appropriate policies and procedures, as assigned. Reviews and approves minor subdivisions and exemption plats.
Maintains records and produces various reports; maintains a detailed filing system of development files. 
Receives and processes plans and distributes plans to appropriate personnel; monitors plan evaluation process; notifies citizens of results. 
Provides information and technical data to the general public, contractors, engineers, and developers concerning submittal requirements for zoning ordinances, and land development plans through various means.
Assists with training for the Planning Specialist I.
Performs other duties as assigned.

Other Qualifications

PLANNING SPECIALIST I
High school diploma or GED with one to three years of direct experience in zoning and land development processes. Possession of a NC Certified Zoning Official Certificate is preferred. 
Special Requirement - Valid NC Driver’s License

PLANNING SPECIALIST II
Associates degree with major coursework in  Community Planning, Urban Planning, Geography, or related field and one to three years of direct experience in zoning and land development processes or an high school diploma or GED with three to five years of direct experience in zoning and land development processes or an equivalent combination fo education and experience. 
Special Requirement
Possession of an NC Certified Zoning Official Certificate
Valid NC Driver’s License
