About the Department

Under general direction, the purpose of the position is to Manage, coordinate and give direction to journeymen under me in the construction, maintenance and repair work of all City facilities. Employees in this class provide directional support to facilities maintenance and repair staff in order to coordinate, evaluate and review the process of remodeling, construction and repair projects for the properties.  Position is responsible for ensuring all work performed adheres to established safety standards, building codes and regulations, and legal guidelines where applicable.
 

Position Duties

Oversees the daily operation of the staff work orders and projects in facilities maintenance programs, as well as construction, repair and special projects.

Completes the weekly monthly and quarterly reports to send to and review with administrative staff.

Orders and maintains supplies and equipment for the division's daily operation.

Maintains frequent communications with operations, administrative staff and vendors in order to support functional efficiency of City facilities.

Advises various general vendors/contractors, in a variety of skilled trades, of work to be accomplished in order to clarify and expedite projects and repairs.

Inspects completed projects and jobs to ensure work is done to standards and adheres to established safety standards, building codes and regulations, and legal guidelines where applicable, with regard to construction, electric, plumbing and carpentry.

Attends staff meetings, pre-construction meetings, and various project meetings to ensure proper communication of the projects our division is involved in.

Reviews proposals and oversees the process of projects and repairs, to include design, implementation, product purchasing and follow up of work awarded to qualified contractors.

Reads and interprets lays outs, blueprints and drawings.

Responds to various employee and personnel needs by coordinating necessary services to maintain an efficient and safe environment as required by institutional functions.

 
ADDITIONAL POSITION FUNCTIONS 
 
Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

Minimum Qualifications

High School Diploma or GED equivalent supplemented by specialized courses/training equivalent to completion of one year of college in construction, facility maintenance or closely related field; supplemented by six (6) years progressively skilled and knowledgeable experience in facilities maintenance, construction and repair or closely related experience. Must possess a valid Florida Class B Driver's License.
 
Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. The following courses are designed to provide a baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher-level Emergency Operations Center- (EOC), MACS-, and ICS-related training.

Other Qualifications

Ability to effectively supervise a staff comprised of entry and journey level professionals engaged in carrying out departmental functions.

Ability to understand, follow and direct written and oral instructions.

Ability to read and write English: ability to clearly communicate information both verbally and in writing.

Thorough knowledge of the methods, tools, equipment and necessary safety precautions used in Facilities maintenance and repair work.

Thorough knowledge of current codes and regulatory standards governing facilities maintenance and repair.

Ability to operate basic manual and electric hand tools, e.g., hammer, screwdriver, skill saw, power drill, wrench, level, pliers.

Ability to operate standard vehicles and pickup trucks.

Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.

Ability to access, operate and maintain various software applications; ability to read, update and maintain various records and files.

Ability to establish and maintain effective working relationships with departmental personnel, supervisors and vendors.

Ability to interpret a variety of instructions in written, oral, diagram, or schedule form.

 
PHYSICAL REQUIREMENTS

While performing the essential functions of this job the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and lift and/or move up to 50 pounds.

While performing the essential functions of this job the employee is occasionally required to push and/or pull over 100 pounds.

While performing the essential functions of this position the employee is frequently exposed to fumes or airborne particles, and toxic or caustic chemicals, work near moving mechanical parts, and risk of electrical shock.
