JOB SUMMARY: Under general supervision answers incoming calls for service related to animals and routes them to appropriate Animal Services personnel, initiates records checks for previous service calls and maintains records about services rendered, initiates record checks for requests such as Dangerous Animal identification, previous enforcements, identification of persons, missing animals, and licenses, and performs clerical duties associated with animal adoptions, reclamations, quarantine, dangerous animals, trap agreements and license requiring a sound knowledge of organizational and/or departmental procedures related to the work performed.

ESSENTIAL JOB FUNCTIONS:

  • Answer Animal Services emails and non-emergency calls from citizens or agencies and obtain vital information from citizens.

  • Analyze, interpret, and administer local, State, and federal regulations and laws.

  • Explain at large, barking, and dangerous animal affidavit requirements to citizens.

  • Investigate at large and barking affidavits provided by citizens and issue Class C citations for the violation.

  • Manage communications between city and outside agencies relating to animal situations and citation information.

  • Accept money and maintain records of monies received and maintain records of monies received.

  • Complete and obtain paperwork for adoptions, reclamations, and licenses.

  • Explain ordinances and procedures to public such as leash laws, licensing, barking/nuisance dangerous animal ordinances.

  • Gather information and write supplement reports

  • Issue citations for non-compliance to spay/neuter and rabies vaccination laws.

  • Maintain animal trap program.

  • Enter data quickly and accurately into computer system to retrieve data on previous enforcements, animal owner identification and property owner identification.

  • Handle all animals in a shelter environment.

  • Oversees and performs administrative functions related to department operations, including budget tracking, purchasing, and financial reporting.

  • Processes and reviews accounts payable, accounts receivable, and other financial transactions for accuracy and compliance with City and departmental policies.

  • Assists with the preparation, monitoring, and reconciliation of budgets and expenditure reports.

  • Utilizes automated systems and databases to maintain accurate and timely records of transactions, reports, and correspondence.

  • Provides excellent customer service to internal and external clients by responding to inquiries, resolving issues, and ensuring efficient service delivery.

  • Prepares correspondence, reports, and documentation as required.

  • May assist with onboarding, scheduling, or timekeeping functions for staff.

  • Coordinates with other departments, divisions, and outside agencies as needed.

  • Supports the development and improvement of administrative procedures to enhance efficiency and service quality.

  • Performs related duties as assigned

OTHER JOB FUNCTIONS:

  • Maintain and locate accurate records of calls, complaints, open record request, etc.

  • Make referrals to other departments or outside governmental entities, utility companies and animal welfare organizations.

  • File documents; ability to write and type clear and concise letters, emails, and memorandums; including but not limited to preparing thank you notes, providing notice of violations and licensing renewals.

  • Provide monthly adoption, reclamation, warnings, and citations statistics.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of animal behavior.

  • Knowledge of state, local, and federal laws pertaining to animals.

  • Knowledge of basic animal husbandry and physiology.

  • Skill ln thinking clearly and acting effectively in emergency and non-emergency situations.

  • Skill in making decisions with accuracy and astuteness.

  • Skill in obtaining detailed information through oral communication.

  • Skill in communicating clearly with an understandable voice- orally.

  • Skill in communicating with other city employees and the public through oral and written communication skills.

  • Skills in the use of Microsoft Word, Excel.

  • Ability to listen/comprehend and articulate over kennel radios

  • Ability to operate a variety of office equipment including but not limited to a multi-line phone, computer and keyboard along with various software.

  • Ability to perform physical skills but not limited to seeing, sitting, typing, and writing.

  • Ability to establish and maintain effective working relationships with work associates and the public.

  • Ability to utilize a GIS map and learn the geography of the city.

Qualifying Education and Experience:

  • A high school diploma or equivalent, plus two years clerical or customer-related experience.

  • Basic Animal Control Officer Certification within 18 months of employment.
