POSITION SUMMARY: Under the supervision of the Road & Bridge Supervisor, the Equipment Operator II is a non-exempt position under FLSA. This work involves manual labor and the operation of equipment in the daily maintenance and construction of roads and bridges at a safe level for the driving public on a daily basis. Employee will be deployed to assist with various different crews, dependent on daily operations.   


ESSENTIAL FUNCTIONS (required):

  1. Operates light and heavy equipment; 
  2. Performs maintenance and servicing work in connection with the operation of and on related equipment; 
  3. Transports materials and equipment to job sites;  
  4. Performs patching operations with motor grader, skid loader and hand tools; includes patching of road and bridge surfaces using cold or hot mix; and repairing, patching and/or sealing bridge decks and other concrete structures; 
  5. Performs road and bridge construction and maintenance work which may include repairing guardrails, mowing ditches, installing and maintaining culverts, filling washouts and tree trimming; 
  6. Performs welding duties; 
  7. Spreads gravel, sand, rock and asphalt; 
  8. Removes snow and ice from roads and bridges in the winter; 
  9. Performs work in bridge, culvert, and drainage structure construction and maintenance; 
  10. Regular and predictable attendance required; 
  11. Clears fallen logs and debris from bridges, culverts and streams; 
  12. Assists in ditch and culvert clearing operations, including cutting/trimming brush along the roadway;  
  13. Must have (or obtain with 60 days of employment) and maintain a valid Class A Commercial Driver’s License with appropriate endorsements.    

MARGINAL FUNCTIONS

  1. May assist foreman as required; 
  2. Assists other crews as deemed necessary; 
  3. Performs other duties as deemed necessary or assigned; 
  4. Aids in setting up traffic control devices; 
  5. Maintains daily labor and equipment records.

WORKING CONDITIONS AND PHYSCIAL REQUIREMENTS

While performing the duties of this job, the employee is regularly exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; outside weather conditions; extreme heat and vibration. The employee is frequently exposed to toxic or caustic chemicals and extreme cold. The employee is occasionally exposed to risk of electrical shock.  


KNOWLEDGE, SKILL AND ABILITY

Employee shall be able to operate trucks, motor grader, backhoes, rollers and loaders. A thorough knowledge of road, asphalt, bridge and culvert construction materials, approved standards of safety and federal, state and county building codes is required Employee should have knowledge of asphalt and oil emulsions and application rates, construction procedures involving carpentry, concrete and steel construction and knowledge of safe and proper operation of heavy equipment for training new personnel. Employee must possess the ability to recognize problem areas and then use existing knowledge and experience to correct in a timely manner. The ability to operate heavy and light construction and road maintenance equipment and computerized equipment is required. Employee should have a working knowledge of soils, rock, sands, and compaction techniques.


PROBLEM SOLVING

The employee uses initiative in carrying out recurring assignments and routine tasks but refers deviations, problems and unfamiliar situations to the supervisor.  


DECISION MAKING 

Employee must possess the ability to identify & correct road surface deficiencies. Position requires judgment to utilize labor, equipment and materials efficiently.

Motor grader, Backhoe, Weed eater, hand tools, lawn mower, skid loader, chainsaw, welder


EDUCATION/TRAINING/EXPERIENCE:

A high school diploma, GED, or graduation from a vocational school is preferred, or other equivalent combination of training and experience which provides the required knowledge, ability and skill. This position requires the possession and maintenance of a valid Class A Kansas Commercial Driver's License (CDL) with the appropriate endorsements. Newly hired employees who do not currently have a valid Class A CDL will need to obtain one within 60 days of starting employment. The air brake, tanker and hazardous materials endorsements are required.


One to three years of similar or related experience is desired. Three years’ experience in the operation of a motor grader, skid loader, backhoe, asphalt equipment, construction hand tools, chain saws and circular saws, welders and other construction equipment is desired. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within one year of employment.


SUPERVISON/ACCOUNTABILITY

This position works with frequent supervision from the Road & Bridge Supervisor, but may be asked to work under other supervisor’s direction on a daily basis. Employee may exercise supervision over subordinate personnel in the absence of the other crew foremen. Work is checked by the Road & Bridge Foreman or the direct supervisor under which this employee is assigned. Employee is directly responsible for departmental equipment and resources but does not participate in the annual budget process. Employee is responsible for daily record keeping for cost accounting purposes.


PERSONAL RELATIONS

Daily contact with the general public, co-workers and occasional contact with supervisory personnel is expected. Employee ensures positive public relations with the public and other staff.
