About the Department

The Facilities Maintenance Technician 3 performs duties that include: primarily repairs, installs, and maintains electrical and mechanical equipment. At times may troubleshoot, repair, and maintain district buildings and facilities. This is a bargained position represented by Teamsters Local Union #242. Per the collective bargaining agreement, the hourly rate of pay for this position is $40.21. 

   

Distinguishing Characteristics

The Facilities Maintenance Technician III is distinguished by advanced technical expertise in the repair and maintenance of mechanical equipment and fleet maintenance support equipment. Possesses an advanced degree of knowledge, skill, and ability of repair and maintenance. 

 

Supervision Received and Exercised

This position works under the immediate supervision of the Facilities Managers. They have no direct supervisory responsibility. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

 

Working Conditions

Works in a variety of locations. Requires working outdoors and with a variety of machines, tools, and chemicals. Individuals in this position must be able to work safely to prevent on-the-job accidents and injuries, wear protective equipment including hearing protection, safety-toe boots, safety glasses and other Personal Protective Equipment items as assigned by NCTD. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, bus stops, rail stations, and other locations as required.  

Position Duties

Essential Functions

Duties may include, but are not limited to, the following:

  • Troubleshoot, diagnose, repair, maintenance, and installation of mechanical systems and equipment associated with train and facility maintenance support equipment.
  • Metal fabrications (ladders, steel and chain railings, gratings, and frames, misc.).
  • Maintain/troubleshoot/repair the following equipment and systems:
    • Waste compactors, pressure washers, fluid dispensing equipment and pumps.
    • Battery charging equipment, welding equipment, shop equipment (lathes, bead blasters, saws, grinders, drill presses, etc.).
    • Paint booth and cleaning equipment (scrubber, sweeper, pressure washer, blower, etc.), conveying systems.
    • Bridge cranes, jib cranes, train hoists, portable train lifts.
    • Piping and fittings, secondary containment piping and fittings, air compressor systems, fueling systems, motor oil systems.
    • Train washing and water reclamation systems.
    • HVAC systems, bulk storage tanks, controls, and piping.
    • Electrical switchboards, transformers, panel boards, motor control centers, power generation equipment, automatic transfer switches, life safety systems, etc.
  • Perform other related duties as assigned.

Minimum Qualifications

Education/Experience

  • High school diploma or equivalent GED.
  • Minimum five (5) years’ experience in an industrial/facilities maintenance environment. 
  • Mechanical maintenance certifications, education, and training preferred.

A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

 Certificates/Licenses

  • Possession of and the ability to maintain a California driver's license, Class C, with less than six (6) points in the preceding 36-month period and no DUIs in the prior seven (7) years.
  • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics. 
  • Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton.
  • Must be able to become RWP Qualified on NCTD owned railroad properties. 

General Requirements

  • Possess and maintain a forklift driving training program.  
  • Ability to operate the vehicles, tools and equipment required to complete repairs and maintenance.
  • Ability to operate motorized equipment including forklifts, reach forklifts, scissor lifts, and articulated boom lifts.
  • Ability to work effectively in dynamic environments with changing priorities and operational needs.
  • Knowledge of maintenance, electrical and mechanical principles, theory, and practical application.
  • Knowledge of regulations and codes applicable to work performed, such as OSHA, EPA, and state and federal building codes.
  • Knowledge of safety regulations, techniques, and methods, skill in reading and interpreting sketches, diagrams, schematics, and blueprints.
  • Skill in estimating time and material costs associated with assigned projects.
  • Skill in written and verbal communications.
  • Safe use of tools and equipment; ability to perform mathematical calculations; ability to troubleshoot, diagnose, and repair malfunctions of facility equipment and facility support systems.
  • Work under pressure to effectively devise and implement solutions in emergency situations and/or strict time schedules.

Physical Requirements

The employee must possess the ability to use the phone, radio, tablet, and computer; have manual dexterity to complete clerical functions and work with office equipment. Lift equipment/objects up to 50 pounds on a frequent basis. The employee must be able to hear, see, and communicate verbally to exchange information. The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right-of-way. The employee may be subject to fumes, odors, dusts, gases and chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand. Ability to maintain balance in and around wet floors, roof tops, and other difficult work locations.

Machines / Tools / Equipment

  • Ability to safely operate a variety of motor vehicles that require a class C driver's license.
  • Safely operate a forklift and other motorized equipment. 
  • Operate power and hand tools commonly used in maintenance and construction.
  • Ability to operate a personal computer and Microsoft Office Suite programs.
  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone. 
  • Ability to carry and operate a mobile on-call device.
