Job Scope
The Regional Facilities Manager works under the guidance of the Regional VP of Operations to manage all functions and processes associated with capital project execution within the assigned region. The Regional Facilities Manger works independently to supervise, and coordinates activities of workers engaged in carpentry, plumbing, mechanical, electrical, HVAC and/or specialized maintenance and repairs associated with maintaining the premises of multiple communities. This position will also interpret blueprints or sketches relating to the overall construction/safety of the facility, assign tasks to workers, and inspect completed work for conformance to standards. This position is responsible for safety regulations, walkthroughs pertaining to facilities, audits, budgets, deadlines, appraisals and computer-generated reports. The pay range for this position is $90,000 - $125,000 and the Regional Facilities Manager is also eligible to participate in the discretionary annual bonus plan. Job Duties
- Assist in the development of Capital Operating budgets and financial resources necessary to accommodate current and future maintenance and repair projects by analyzing financial reports and market dynamics.
- Perform duties including, but not limited to, regular community visits, managing vendors, obtaining bids for capital projects, onboarding vendors as needed and successfully project managing capital work, independently, without day-to-day oversight.
- Develop and implement specific scopes of work for building and common area improvements.
- Negotiate and develop service contracts for approval and execution by Management.
- Implement and monitor Preventative Maintenance Program for building mechanical systems.
- Negotiate and prepare capital contracts; responsible for managing capital budget and ensure successful execution and completion of all capital projects within approved parameters.
- Identify resources and keep informed of local, state, and municipal building requirements and landlord/tenant affairs relating to R&M and Capital Investments.
- Provide oversight of safety awareness, safety compliance, and safety reports including Safety Inspections.
- Perform other duties as assigned or as necessary to support supervised employees and the properties.
Technical/Professional Knowledge (Knowledge/Skills, Education, and Experience)
- Performs duties that require considerable initiative, independent judgment, and strong communication skills.
- Knowledge of organizational and community policies and procedures. Ability to apply policies and procedures to solve Company issues.
- Proven communication skills both written and verbal. Must be able to speak effectively before groups of customers or associates of the organization.
- Ability to read and interpret construction drawings.
- Ability to interpret, review and negotiate vendor bids and contracts.
- Ability to respond to common or technical inquiries or complaints from vendors, regulatory agencies, or members of the business community.
- Ability to quickly develop strong internal working relationships.
- Demonstrated ability to proactively prioritize needs and effectively manage resources.
- Demonstrated experience and expertise in project planning and management.
- Must know and follow the Fair Housing laws.
- Strong personnel management skills. Knowledge of fiscal management.
- Ability to exercise initiative, problem solving and decision-making skills.
- Ability to read, analyze, and interpret financial reports and contracts.
- Ability to manage multiple projects, set priorities, exercise sound judgment and clearly communicate findings and advice.
- Comfortable with technology. Skilled in the use of spreadsheets, budgeting software, automated purchasing programs and other automated systems.
- Ability to travel as needed.
- Knowledge of First Aid and Safety procedures.
- HVAC Certification preferred.
- Understanding of mechanical, elevator maintenance, fire sprinkler/alarm systems and mid-rise buildings preferred.
- High School Diploma or equivalent supplemented by specialized courses in HVAC, plumbing, electrical, and carpentry.
- Minimum of 7 years of construction, facilities and/or property management experience performing maintenance related job duties.
Work Environment
The Regional Facilities Manager works at multiple apartment communities in within the assigned region and interfaces with external/internal customers, residents, and vendors on a regular basis. The position work schedule (days/hours) varies depending on the properties. Hours are usually scheduled from 8 a.m. – 5 p.m. and travel as necessary to support all assigned properties.
Physical Requirements
The Regional Facility Manager’s physical condition must be sufficient for the consistent and successful completion of the specific responsibilities defined for this position and for his/her performance to be in complete conformance with all professional standards. While performing the duties of this job, the employee is frequently required to stand, walk, sit, use hands, reach with hands and arms, stoop, kneel, crouch, or crawl, talk, and hear. May be required to lift and/or move up to 50 pounds and operate power tools. Must be able to occasionally drive during the course of work and travel to other locations as needed.
