About the Department

Are you passionate about public safety, crisis coordination, and improving community resilience?  TriMet is seeking a Senior Emergency Management Coordinator to lead preparedness and response efforts that protect thousands of daily riders and employees.  This is your chance to make a real impact by helping a world-class transit system plan, respond, and recover from emergencies ranging from major service disruptions to natural disasters.

The successful candidate is a strategic thinker, skilled communicator, and a calm leader under pressure, who will assist the Emergency Management Department by developing, implementing, and maintaining TriMet's comprehensive agency-wide Emergency Management Program.  This role ensures regulatory compliance with federal, state, and local emergency management regulations; and will work closely with the divisions and departments within our organization, including maintenance, transportation, facilities, training, risk management, and Transit Police.

The expectations and key tasks for this role include supporting continuity of operations (COOP) by preparing for and responding to emergencies and restoring reliable public transit services in the Greater Portland Metropolitan Area. Other plans include Emergency Action Plan, Emergency Operations Plan (e.g., inclement weather), and response to specific conditions or hazards. 

Additional activities include developing and delivering training, conducting drills and exercises, and coordinating with external agencies, such as:

• Serving as technical liaison to the agency's Fire Life Safety Committees, and point of contact with Fire, Police, Emergency Medical Services, city and county emergency management offices, and non-profit organizations like the American Red Cross.  

• Establishing and maintaining a coordinated system while increasing agency and community resilience through proactive planning and interagency cooperation.

This role requires being onsite five (5) days per week.

Ensure a commitment to safety and regulatory compliance through effective leadership, training, role modeling and implementing practices that demonstrate safety is a fundamental value and a priority in all aspects of work.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Position Duties

  1. Assists in developing training, implementation, and exercising of TriMet emergency response plans for all TriMet facilities. In collaboration with Emergency Manager, assists facilities to implement and sustain emergency teams, emergency SOPs, and training and exercise programs, specific to each facility.
  2. Assists with development and maintenance of District emergency plans to address response to and recovery from incidents such as terrorism, major security incidents, natural disasters, and pandemics, as well as hazard mitigation, continuity of operations and other relevant plans.
  3. Develop and manage training, drills and exercising of TriMet’s Emergency operations Plan (EOP), consisting of Incident Command System (ICS) functional-area SOPs to keep agency operations running following a major event. Assist development of TriMet’s basic EOP to consist of ICS, service emergency, and related emergency SOPs. Coordinate and share with stakeholders TriMet's emergency plans and related responses during a natural or human made disaster.
  4. Assists with plans, coordination and review of work assigned staff and contractors responsible for projects and programs developed under the Emergency Manager.
  5. Within TriMet's ICS procedures, as directed by TriMet Emergency Manger will serve as planning liaison to emergency management agencies throughout the TriMet district, during a major natural disaster or terrorist event.
  6. As directed, serves as a TriMet point-of-contact to state and federal emergency management agencies for public assistance grants following a declared natural disaster in the TriMet district in which TriMet assets have been damaged or extraordinary expense has been incurred in maintaining and restoring TriMet service. Apply for hazard mitigation grants, as available, to better prepare TriMet assets for major natural events.
  7. Stay current on research, technology and guidance or best practices in mass transit emergency preparedness through participation in emergency management professional associations and working groups. Apply new information and techniques as appropriate. Provides assistance and support to grant program including grant application and closeout processes.
  8. Pursuant to Federal Transit Administration (FTA) guidance to transit agencies for disaster response and recovery, and Executive Orders 12898 (Environmental Justice) and 13347 (Individuals with Disabilities in Emergency Preparedness), assure that TriMet's emergency management plans support safety and security for individuals with disabilities in situations involving natural disasters and acts of terrorism. Represent TriMet and the mass transit functional discipline to emergency management and elderly and disabled transportation organizations in the TriMet district, for consideration of the unique needs of persons with disabilities in emergency preparedness planning, and for coordination of agencies' emergency plans for such persons.
  9. Assists in maintaining agency Emergency Operations Center including the tools, technology, equipment, and logistical systems needed to run operations 24/7.
  10. Responsible for coordinating with stakeholders on emergency management, safety and security program activities within the agency.

Minimum Qualifications

A minimum of a bachelor's degree is required. A bachelor's degree in emergency preparedness or management, business management, public administration, homeland security, fire science, public health, social service or another degree with emphasis on emergency preparedness and response is preferred.

Four (4) years of total credited experience.*

Four (4) years of experience in emergency management, training, response, emergency preparedness exercise design, development, post incident evaluation and corrective action planning, security planning or management, risk and vulnerability assessment, emergency plan writing, maintenance and response are required. 

Two (2) years of emergency program or project management experience are required. 

Ability to pass background check 


Certifications from FEMA in ICS 100, ICS 200, IS 700, IS 800 and Certificates in ICS 300 and 400 are required within one (1) year of employment.

 

At least 80 hours of additional training in emergency management, fire science, homeland security, public health, social service or other training to give the appropriate knowledge, skills and abilities are preferred.


 

TSSP and PTSCTP required within three (3) years of employment.


Or any equivalent combination of experience and training.*

The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range

Minimum: $86,095.00

Maximum: $129,143.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above.  For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
