Reporting to the Deputy Minister (DM) Culture and Heritage, the Director, Corporate Services (Director) is responsible for the planning, and control of all administrative and financial and human resources activities in the Department of Culture and Heritage. These activities include the development and operation of an effective system of accounting, budgeting and financial reporting. The incumbent is also responsible for preparing FMB Submissions, Requests for Decision, Main Estimates, Capital Estimates, Inuit Employment Planning, financial statements, variance reporting, purchasing, revenue, capital project management, human resource planning and administration, and financial processing for all contracts and agreements.

Responsibilities

The Director, Corporate Services, is responsible for advising and making recommendations to the Deputy Minister, ADM and Senior Management for the determination of overall objectives, policies and planning that involve accounting, budgeting and financial management analysis. The Director provides financial leadership, direction and advice for the short-term and long­ term planning needs of the Department as well as providing timely financial management reporting, including budget and variance analysis information.  The Director also manages financial control, accounting, reporting procedures and the recording and tracking of expenditure. The incumbent ensures that Generally Accepted Accounting Principles are followed, and all provisions of the Financial Administration Act, Financial Administration Manual, Regulations, Financial Procedures Manual, NNI Policy and Government Contract Regulations are adhered to. 

Qualifications

The knowledge, skills, and abilities required for this job are usually obtained through a recognized undergraduate degree in Business Administration, Commerce, Economics, or a related field along with (5) years of progressive managerial experience in finance and administration or a related field. One (1) year experience at the senior management level is also required. Completion of a professional accounting designation is considered an asset as well as experience overseeing Human Resources Management functions. This is a Position of Trust and a satisfactory Criminal Record Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
