Job Summary:
The Procurement and Finance Analyst plays a critical role in contract administration, public works procurement and financial management of public works projects for the Capital Projects Department. This position ensures compliance with Washington State laws and regulations governing school district capital projects and supports budget development, forecasting, expenditure tracking, and resolution of budget-related issues. The role reports to the Director of Business Operations and collaborates closely with the Director of Capital Projects to support capital program management, finance, and procurement initiatives.
DUTIES AND RESPONSIBILITIES

- Serve as the primary liaison to the district Purchasing Department, managing contract, procurement processes, policy updates, and documentation for the Capital Projects Department.
- Maintain and administer the district’s Small Works and Professional Services rosters in alignment with RCW requirements. Communicate procedures to Planners and Construction Managers and ensure compliance.
- In coordination with the district Purchasing Department, act as contact and administrator for all state and national purchasing cooperative purchases.
- Oversee procurement of public works contracts related to Design Bid Build (DBB), Energy Service Companies (ESCO), and Small Works procurement, including bid compliance, prevailing wage verification, retainage, and claims processing.
- Coordinate General Contractor/Construction Manager (GC/CM) and Progressive Design-Build procurement, including preparation of Requests for Proposals/Requests for Quotes (RFPs/RFQs), facilitation of evaluation committees, and contract execution.
- Manage and monitor the district’s Job Order Contracting (JOC) program from procurement through contract administration.
- Lead the development, revision, and administration of district public works contracts.
- Manage end-to-end procurement processes including project setup, solicitation, contract award, closeout, and retainage release.
- Administer professional services contracts for architects, engineers, and consultants, ensuring compliance with thresholds, amendments, and renewals.
- Administer stipend payments for district staff assigned to capital projects in alignment with Collective Bargaining Agreements (CBAs), ensuring accurate documentation, authorization, and timely disbursement.
- Lead department initiatives to establish standardized forms, procedures, and policy updates.
- Manage apprenticeship utilization plans to ensure compliance with state and district expectations.
- Analyze and advise on insurance requirements and coverage to ensure adequate protection for district capital projects.
- Gather data and supplemental documentation, prepare reports, and submit required documentation to state and federal agencies including Notice of Completion forms, School Construction Assistance Program (SCAP) D-Process, Washington Sustainable Schools Protocol (WSSP) reporting to OSPI, and monthly construction expenditures to the U.S. Census Bureau. Coordinate with OSPI and other agencies to maximize SCAP funding eligibility.
- Monitor bond-related expenditures, provide information to calculate arbitrage rebate liability.
- Support capital projects budget development and preparation.
- Monitors deadlines, expenditures, and maintain current spreadsheets, files and records; ensures that accounting practices follow applicable school district and state rules and regulations.
- Audits and approves invoices for services, equipment, construction, and related capital services.
- Support the Capital Facility Plan development and long-range master planning. Participate in task forces or committees as needed.
- Assist in administration for capital projects budget development and preparation.
- Assist with preparing journal entries to maintain accuracy of accounting data.
- Assist in monthly and year-end closing of financial data, including account reconciliation, accrual preparation, roll-forward of balances, and other duties as directed. Balance general and job ledgers to resolve discrepancies.
- Assist with Capital Project Fund items during annual audit. Support state and district auditors with complete, accurate documentation. Monitor Leasehold Excise Tax Payment and Department of Revenue audits.
- Assist in Impact Fee collections, tracking, and reporting. Work with jurisdictions to exchange information, ensure expenditures align with laws and district policies, and maintain documentation.
- Perform other related duties consistent with the scope and intent of the assignment as assigned.

Works in an office environment; maintains confidential information; required to meet inflexible deadlines; required to deal with distraught or angry people; requires substantial visual concentration on detail, dexterity, and precision; requires occasional prolonged exposure to visual display terminal.
MINIMUM QUALIFICATIONS
Education and Experience
Bachelor’s degree in business administration, public administration, construction management, finance, accounting, or a related analytical field. Five (5) years of progressively responsible experience in public works contracting, procurement, capital project budgeting, and financial administration within a public agency, school district, or similarly complex organization.
Allowable Substitution
Additional qualifying experience may substitute for up to two years of the education requirement on a year-for-year basis.
Knowledge, Skills, and Abilities
Knowledge of Washington State public works contracting and procurement laws; capital project budgeting, fund management, and public-sector accounting and auditing practices. Familiarity with contract development and administration, construction permitting, and competitive solicitation methods. Proficiency with financial and procurement systems and related business technologies.
Ability to develop and reconcile complex budgets, interpret and apply laws and policies, analyze financial and contractual data, and prepare and administer bids and contracts. Skilled in communicating technical and financial information clearly, managing multiple priorities, maintaining confidentiality, and fostering effective working relationships with staff, consultants, contractors, and other partners.
Salary: $142,342.00 - $149,549.00 yearly. Salary is based upon the current 2025-26 NNRAP Prof-Tech Salary Schedule Placement on the salary schedule will be determined by Human Resources DOE. FLSA Exempt.
Work Year: 8.0 hours per day, 260 days per year.
